OneCity on culture: Chinatown, new libraries, block parties and late-night rules

OneCity's plan for a city that is "Hot, Fun, & Cool" would revive Chinatown Plaza, seek money to rebuild Hogan's Alley, build two new libraries, create Community Choice Funds, ease block parties and busking, and pilot leashed dogs on SkyTrain and SeaBus.

CITY COUNCIL

The aim of A City That's Hot, Fun, & Cool, in the party's words

OneCity today released A Vibrant City That's Hot, Fun, & Cool , the party's plan to make it easier to find something to do, somewhere to gather, and a way to make a living from the things Vancouverites create.

The party's own words, Our Plans

OneCity published this plan on September 29, 2026. The party says Vancouver has long been called "No Fun City" and blames ABC for closed venues, smaller grants and permits that are hard to get. The plan adds to an earlier arts plan the party calls Backstage Pass.

The first page here covers Chinatown Plaza, Hogan's Alley, busking and late-night rules. The second covers libraries, neighbourhood funds, block parties and play streets, and two pet items: dogs on transit and cats in corner stores. Council can act on most of it, since it controls city streets, licences, grants and the capital plan. TransLink decides about dogs on its trains and ferries, and the Hogan's Alley project depends on money from other governments.

QUESTIONS AND ANSWERS

Questions about A City That's Hot, Fun, & Cool

What is OneCity's arts and culture plan for Vancouver?

OneCity's plan of September 29, 2026 would revive Chinatown Plaza, seek funding to remove the viaducts and rebuild Hogan's Alley, build two new libraries, simplify busking and late-night rules, and make block parties easier (OneCity Hot, Fun, & Cool plan).

Does OneCity want to change Vancouver's "No Fun City" image?

Yes. OneCity says Vancouver has been called "No Fun City" for years, and its plan would simplify late-night rules, expand permit-free spots for buskers and make block parties and play streets easier (OneCity Hot, Fun, & Cool plan, September 29, 2026).

What would OneCity do for Vancouver libraries?

OneCity would build two new libraries, renew three aging branches, fund the Vancouver Public Library's Facilities Master Plan and launch a Library Card Plus+ giving free or low-cost access to events and recreation (OneCity Hot, Fun, & Cool plan, September 29, 2026).

Would OneCity let dogs ride SkyTrain?

OneCity would champion an off-peak pilot of leashed dogs on SkyTrain and SeaBus. TransLink, a regional body the city does not control, runs both services and would decide (OneCity Hot, Fun, & Cool plan, September 29, 2026).

Who would pay for rebuilding Hogan's Alley under OneCity?

OneCity says it would make it a priority to secure funding from higher levels of government to remove the viaducts and redevelop Hogan's Alley, with new housing and public spaces led by the community (OneCity Hot, Fun, & Cool plan).
