What you are electing
Ten councillors are elected across the whole city. Vancouver has no wards, so every voter picks up to ten names from the same long list and the ten highest totals win. A councillor represents the entire city, not a neighbourhood.
Council sets the property tax rate, approves the budget and the capital plan, passes zoning and rezoning decisions, writes the bylaws and approves the police budget. Most of what people mean by "the city" happens here.
With the mayor, Council has eleven votes. Six carry a decision. A party needs six of the eleven to govern without help, which means winning at least five council seats alongside the mayoralty, or six without it.
