OneCity's safety plan: crisis teams, brighter streets and a public review of the VPD

OneCity's Progressive Public Safety Plan would send mental health workers to calls that need no police, fund a Survivor Safety Fund, light streets and bus stops in every neighbourhood, ban smart glasses in city change rooms and order a public review of the Vancouver Police Department.

CITY COUNCIL

The aim of Safe Streets & Public Spaces for All, in the party's words

The plan will deliver proven public safety standards, support for first responders, and make streets, parks, and public spaces feel safe for everyone, no matter who they are or how they get around.

The party's own words, Our Plans

OneCity released its Progressive Public Safety Plan on September 25, 2026, with Councillor Lucy Maloney. The party calls it a 10-point plan built on three principles: progressive public safety, safe streets and public spaces, and public accountability for policing. These pages put the first and third principles together and give the street items their own page.

The safety page covers who answers a crisis call, community violence intervention, restorative justice, a fund for survivors of domestic violence, Housing First and an independent review of the police. The streets page covers lighting, garbage bins, recording devices in city spaces, e-bike batteries and safe walking routes.

Council approves the police budget and owns the streets, so it can act on much of this. The Vancouver Police Board directs the police department, the Park Board runs parks and pools, and courts and health services are provincial, so several items need those bodies too.

QUESTIONS AND ANSWERS

Questions about Safe Streets & Public Spaces for All

What is OneCity's public safety plan?

OneCity's Progressive Public Safety Plan, released September 25, 2026, would send mental health workers and peer responders to calls that need no police, expand restorative justice, fund survivors of domestic violence, light streets and bus stops and order an independent review of the VPD (OneCity Progressive Public Safety Plan).

What would OneCity change about the Vancouver Police Department?

OneCity would order an independent, publicly reported review of the VPD to show where to invest, where to find savings and which calls other services could take (OneCity Progressive Public Safety Plan, September 25, 2026).

How would OneCity make Vancouver streets feel safer at night?

Under ReLight Vancouver, OneCity would light streets, parks, pathways and bus stops in every neighbourhood, and ban hostile architecture on city-owned benches and shelters (OneCity Progressive Public Safety Plan, September 25, 2026).

Who controls the Vancouver Police Department?

Council approves the police budget, but the Vancouver Police Board directs the department. OneCity's proposed review of the VPD would therefore need the board's cooperation (OneCity Progressive Public Safety Plan).

What would OneCity do about e-bikes and scooters?

OneCity would regulate businesses selling unsafe e-bikes and batteries, work with the Province on a battery trade-in program and set safe operating standards for e-bikes and e-scooters (OneCity Progressive Public Safety Plan, September 25, 2026).
