The second half of OneCity's September 29, 2026 plan for a city that is "Hot, Fun, & Cool" turns to libraries and neighbourhood life. The party says it wants libraries to be the centre of civic life again, and wants residents to have a say in, and some money for, projects on their own blocks. Vancouver Library Card Plus+ would build on the former Vancouver Inspiration Pass, so a Vancouver Public Library card gives free or low-cost access to cultural events, recreation, public programs, digital tools and community spaces. The party would also build two new libraries, renew three aging branches, expand programs and fund the library's Facilities Master Plan, which is its long-term plan for its buildings.

A Community Choice Fund would give residents, neighbourhoods and community groups money and help from city staff for local projects they choose. Block parties would get easier, faster and cheaper, and families could close their street for an hour or two of play. The party would also push for an off-peak pilot of leashed dogs on SkyTrain and SeaBus, and propose a certified Working Cat program for small shops, worked out with Vancouver Coastal Health. Council approves the capital plan that pays for library buildings, and it controls city streets. TransLink, a regional body the city does not control, runs SkyTrain and SeaBus, so the dog pilot is something the party can only champion.
