At the July 24, 2024 council meeting, ABC councillor Brian Montague moved for an independent review of the scope of the integrity commissioner's office. Zhou moved an amendment to suspend commissioner Lisa Southern's work until that review finished, and the amendment passed.
Vancouver Is Awesome quotes Zhou saying at the time that it is important to have an unobstructed review process and that pausing ongoing investigations would prevent conflicts or overlaps. The commissioner had written in a 2023 annual report that the scope of the role was not always clear.
At a special council meeting on September 25, 2024, Zhou tried to rescind the July amendment after hearing from residents. The city clerk ruled that a rescinding motion was out of order because the meeting had been called for a different purpose, and ABC members were also in a conflict because a complaint by councillor Pete Fry was before the commissioner's office.
Mayor Ken Sim told Glacier Media after the meeting that the commissioner's work would proceed with no pause. Discussion of the code of conduct bylaw changes was deferred.

At the September 25, 2024 council meeting Zhou said residents had told the councillor "loud and clear" that pausing the integrity commissioner's work was the wrong step, and added agreement with them.
Zhou issued a written statement saying the comments in a WeChat video were based on incorrect information, apologising without qualification, retracting the statement, and taking the video down. The statement also said Zhou still disagreed with colleagues on supportive housing.

In July 2024 Zhou successfully amended a motion so that the city integrity commissioner's work would stop until an independent review of the office was finished. In September 2024 Zhou tried to take the amendment back, and the clerk ruled the attempt out of order.
Zhou said at the September meeting that residents had said "loud and clear" that pausing the work was wrong and that the councillor agreed with them. Green councillor Pete Fry said afterwards that the attempt to withdraw showed character and that Zhou had taken personal criticism for it.
Mayor Ken Sim said after the meeting that the commissioner's work would continue with no pause. The independent review of the office was still expected, and the code of conduct bylaw changes were deferred.
Integrity commissioner Lisa Southern found that the ABC caucus, including Zhou, breached the city's code of conduct on two occasions by working out draft amendments through private email among a quorum of council members before public meetings. Mayor Ken Sim was found to have breached the code on one of the two occasions.

Zhou posted a five minute video in Mandarin on WeChat asking supporters to come to a council committee meeting and oppose a motion on social housing. In the video Zhou said a councillor outside ABC was a drug user who had handed out drugs on the street before Christmas. No councillor was named in the video.
