The aim of Public Safety, in the party's words
TEAM is committed to ensuring that all residents feel secure living in and moving around the city, that tourists feel welcome and safe, and that people experiencing addiction and mental health issues have the support they need to improve their quality of life.
Safety for All is TEAM for a Livable Vancouver's public safety position, and the party calls its plan "Restoring Order to Our City". Its chapters here are care for people with addiction, mental illness and homelessness, including the Downtown Eastside, and policing, bylaws, clean streets and readiness for disasters.
On care, TEAM would set up a Downtown Eastside Audit to follow funding and results, press the Province for voluntary treatment on demand and involuntary care beds, fully apply the Four Pillars approach of treatment, harm reduction, prevention and enforcement, and expand Car 87. On policing and public space, it would bring in district policing, back Block Watch, enforce laws against public drug use, add public washrooms, start a city-wide rat program and build a disaster-proof emergency command centre.
The party itself says most social service money comes from the provincial and federal governments, and health care, treatment and drug policy belong to them. Council approves the police budget, but the Vancouver Police Board directs the police. Bylaws, street cleaning, fire services and emergency planning are run by the city.
