A 10-point plan built around non-police crisis response and public accountability for the VPD
What OneCity has published about policing and public safety, and what it has not.
POLICING AND PUBLIC SAFETY
OneCity on public safety
OneCity published a 10-point plan on September 25, 2026, grouped under three headings: a coordinated crisis response that does not always involve police, safer physical spaces, and public accountability for the Vancouver Police Department.
The plan quotes Councillor Lucy Maloney and Council candidates Caitlin Stockwell and Iona Bonamis, each also quoted on their own candidate records where they restate these points in their own words.

What they say they will do
A coordinated crisis response, so police are not the only response
Trained mental health professionals and peer responders would take calls that do not need police, freeing police for organized and major crime and first responders for fire and medical emergencies.
Community violence intervention
Trusted community messengers, similar to Community Response and Crisis teams, would step in before conflict escalates.
Expand restorative justice
The party would build on the Downtown Community Court and Indigenous-led community safety models to reduce repeat offending.
A Survivor Safety Fund and a Community Safety Table
Fast, low-barrier emergency money for survivors of domestic and intimate partner violence, delivered by frontline organizations, alongside a table to coordinate neighbourhood response.
ReLight Vancouver
Better-lit streets, parks, pathways and bus stops in every neighbourhood, and a ban on hostile architecture (design meant to stop people using it, such as spiked benches) on city-owned benches and shelters.
Restore public garbage bins and expand recycling
The party would restore reliable public garbage bins, expand recycling beyond downtown, and publish a public map of bin locations.
Ban wearable recording devices in city facilities
Devices such as smart glasses that can record video would be banned in city-run change rooms, washrooms and other municipal spaces.
Regulate e-bike and e-scooter batteries
The city would regulate businesses selling unsafe e-bikes and batteries, work with the province on a battery trade-in program, and set safe operating standards for e-bikes and e-scooters.
An independent, published review of the Vancouver Police Department
A public organizational review of the VPD, on the same standard as other public services, to find where to invest, find efficiencies, and identify calls other responders could handle.
- Who has the power
- Council approves the police budget and can direct such a review.
What is not published
- Most items name no dollar figure or completion date. The plan does not say how many crisis-response workers would be hired or what the review would cost.
