The aim of Safety and Wellbeing, in the party's words

That means places for people to go, care people can actually reach, and public spaces that are maintained and managed, clean and vibrant, so they stay usable and welcoming for everyone.

The party's own words, Platform 2026, page 23

Pages 23 to 31 of the Green Party of Vancouver's 2026 platform hold its plans for safety, health and homelessness. The party opens by saying people are worried about safety and disorder, and that ABC achieved little in its four years. The section's chapters cover community safety, clean streets and greenery, wellbeing, health, accessibility, and people without homes.

The largest chapter covers safety. The Greens would create an Office of Community Safety, a 24/7 outreach team called CROW for non-emergency calls, city permit conditions for health and shelter sites aimed at fewer overdoses, and regular independent reviews of police spending, which the party says is 24% of the city budget. They would restore funding for Sex Worker Safety Coordinators and support the MMIWG2S+ Calls for Justice, the recommendations of the national inquiry into Missing and Murdered Indigenous Women, Girls and Two-Spirit people. Other chapters propose a wellbeing index, a stricter Standards of Maintenance By-law on mould in rentals, public washrooms, 30 km/hr streets, and small shelter villages of locking micro-cabins.

Most of these commitments fall to City Council, which sets the city budget, permits and bylaws. Some need other bodies. The Vancouver Police Board directs the police, the Park Board runs parks, community centres and street trees, and the province runs health services and sets school funding. Each chapter page names, for every commitment, the body that would have to act on it.

QUESTIONS AND ANSWERS

Questions about Safety and Wellbeing

What is the Green Party of Vancouver's plan for public safety?

The Green Party of Vancouver would create an Office of Community Safety, a 24/7 outreach team called CROW for non-emergency calls, and de-escalation and restorative justice programs. It would also require regular independent reviews of police performance and more reporting from the Vancouver Police Board to Council (platform, pages 23 to 25).

What does the Green Party of Vancouver say about the police budget?

The Green Party of Vancouver says police services take 24% of the city budget. It would require regular independent reviews so that police spending is based on evidence and open to the public, and wants the Police Board to report to Council on budgets and results (platform, page 25).

How would the Vancouver Greens deal with homelessness and encampments?

The Green Party of Vancouver would provide places for unhoused people to gather and rest, expand daytime spaces and lockers, and build small shelter villages of locking micro-cabins with support staff. It would also reverse what it calls Sim's ban on supportive housing (platform, pages 23 and 31).

What would the Green Party of Vancouver do about overdoses?

The Green Party of Vancouver would write city licence, zoning and permit conditions for health and shelter sites that aim to reduce public drug use and overdose risk and connect people to health care. The party would also create the CROW outreach team for non-emergency calls about people with addictions (platform, page 24).

What are the Green Party of Vancouver's commitments on MMIWG2S+ and sex worker safety?

The Green Party of Vancouver would restore funding for Sex Worker Safety Coordinators, which the platform says ABC cut this year, and support the MMIWG2S+ Calls for Justice and the Red Women Rising recommendations. MMIWG2S+ stands for Missing and Murdered Indigenous Women, Girls and Two-Spirit people (platform, page 25).

Which parts of the Green Party of Vancouver's safety plan can City Council do on its own?

Council approves the city budget, permits and bylaws, so it could fund CROW, the safety office, shelter villages and street changes, and update the Standards of Maintenance By-law. The Green Party of Vancouver's police reviews need the Vancouver Police Board, park washrooms need the Park Board, and mental health services and school food funding depend on the province (platform, pages 23 to 31).

What does the Green Party of Vancouver promise for seniors and people with disabilities?

The Green Party of Vancouver would bring back the Older Persons Planner job, make Vancouver an age-friendly city, and add curb cuts, tactile surfaces and audible crossings in every neighbourhood. It would also expand public washrooms through a citywide strategy (platform, page 30).
