2023 property tax increase: 10.7%, the largest in over a decade
ABC Vancouver's council majority approved a 10.7% property tax increase for 2023, up from the 9.7% in the original draft budget after an amendment moved by Mayor Ken Sim. It was the largest single-year increase in more than ten years, following a mayoral campaign that had not proposed a tax increase of this size.
2024 property tax increase: 7.5%, passed 8 to 3
Council approved a 7.5% property tax increase for the 2024 operating budget, made up of 1% for infrastructure renewal, 3% for Vancouver Police Department funding and 3.5% for general City services. The budget motion passed 8 to 3, with Mayor Ken Sim and the ABC Vancouver council majority voting in favour.
2025 property tax increase: 3.9%
Council approved a 3.9% property tax increase for the 2025 budget, a smaller increase than either of the two prior years, made up of 2.9% for City services and 1% for infrastructure renewal.
2026 property tax increase: 0%, after three straight increases
Council approved a 0% property tax increase for 2026, following Mayor Ken Sim's 'zero means zero' motion passed in October 2025. The vote on the final budget was 7 to 4, with councillors Rebecca Bligh, Pete Fry, Sean Orr and Lucy Maloney voting against. Over the full term, the combined increase across 2023 through 2025 was 10.7%, 7.5% and 3.9%, before the 2026 freeze.
Permit processing times improved but most targets remain unmet
The council-adopted 3-3-3-1 permitting targets set goals of 3 days for simple renovation permits, 3 weeks for single-family and townhouse permits, 3 months for mid-rise buildings on land already zoned, and 1 year for high-rises. By 2025, the City reported 92% of simple renovation permits issued within 3 days, meeting that target. Single-family home permits improved from 250 days in 2022 to 160 days in 2025, a 36% reduction, but remained well above the 21-day (3-week) target.
Multiplex permit approvals reported 50% faster
The City reported that multiplex permit approval times had improved by 50% as of June 2026, part of the same permitting-speed push behind the 3-3-3-1 targets adopted under the ABC-majority council.
