The Canada Revenue Agency revoked the charitable registration of Virtual Vancouver Foundation on October 13 and listed incumbent school board candidate Christopher JK Richardson as an "ineligible individual" because of previous revocations, the Investigative Journalism Foundation reported. The election is four days away.

The IJF's Bethany Lindsay reported that Virtual Vancouver Foundation failed to provide the CRA with any records to substantiate its operations and expenses during an audit, even after auditors gave the foundation extra time to produce them. The CRA's public revocation notice named Richardson as one of two "ineligible individuals" on the charity's board.

What "ineligible individual" means

Under CRA rules, a person whose past charity directorships ended in revocations can be designated ineligible for five years. That status gives the CRA the authority to revoke the registration of any charity that lists that person as a director.

The IJF reported that Richardson has been a director at 12 charities at some point in their history, all of which later had their charitable status revoked following CRA audits.

Financial flows at Virtual Vancouver

IJF databases show Virtual Vancouver disbursed $40,001 in gifts to two other charities in 2025, both of which had connections to a person named Bromley or former employees of a company called Benefic, IJF reported. CRA records cited by IJF show more than $22 million in gifts between Virtual Vancouver and other charities since 2012. IJF said all of those other charities had connections to Bromley or others at Benefic.

Richardson also still receives income from CHIMP: Charitable Impact Foundation as its part-time vice-president of finance and administration, according to CRA records cited by IJF. Richardson previously served on CHIMP's board. CHIMP did not respond to IJF's request for comment.

Richardson's response

Richardson told IJF he first learned of the Virtual Vancouver revocation last week, after it appeared in the Canada Gazette. He said he has asked the CRA for more information and would not comment on the specific reasons for the revocation until he receives a response.

In an email to IJF, Richardson wrote: "This new information was not available when I decided to file my nomination papers." He added that similar concerns arose before the 2022 election, but he was still sworn in as a trustee and completed his full term.

"I was sworn in without further objection, and I am now completing my full term," Richardson said, according to IJF.

The CRA's revocation is an administrative action by the tax agency. No court has made a finding against Richardson.
