A zero-based budget review and limits on property tax increases
Delta First's platform promises a zero-based review of the City's budget, limits on property tax increases through savings found before new spending, public financial dashboards, clearer explanations of utility and tax rates, and an economic development vision for industrial land and the Tilbury area. It names no tax rate and no dollar target.
TAXES AND THE CITY BUDGET
Delta First on budget
The Affordability and Financial Responsibility part of the platform promises a zero-based budget review to find savings and move money to where it is needed, and to limit property tax increases by finding savings before considering new spending. The First 90 Days plan starts the zero-based review of City departments and of Council's own budget in the first three months.
The platform promises easy-to-read financial dashboards and project updates, and clearer explanations of utility and tax rates, including the costs that come from Metro Vancouver. In May 2026 the organization called for an independent public review of the North Shore Wastewater Treatment Plant cost overruns before the election; that call was reported by the North Delta Reporter.
On the economy, the platform promises a long-term economic development vision that increases the industrial land base, protects farmland and attracts business; improvements for the Tilbury Industrial Park, including transit, green space and walkable areas; and work with North Delta businesses to re-establish a Business Improvement Association. The First 90 Days plan also promises a review of City funding of outside lobby organizations, naming the Urban Development Institute as an example.
