A public review of the Official Community Plan, and a challenge to Bill 44
Delta First's platform promises an immediate public review of the Official Community Plan, engagement sessions in Ladner, Tsawwassen and North Delta, infrastructure impact assessments for major housing proposals, a challenge to the Province's Bill 44 housing rules, stronger design guidelines and tree protection, and a strategy for more non-market and affordable housing. It gives no number of homes and no costs.
HOUSING AND ZONING
Delta First on housing
The Livable Neighbourhoods part of the platform promises an immediate review of the Official Community Plan with public engagement, area-specific engagement sessions for Ladner, Tsawwassen and North Delta, and a feedback process the organization calls transparent and accountable. It promises to require infrastructure impact assessments for major housing proposals and to tie approvals to plans for roads, utilities, parks, schools and emergency services.
The platform promises to challenge the Province's housing mandates under Bill 44. In a September 22, 2026 release reported by the North Delta Reporter, Granum said the Bill does not remove Council's authority over height, setbacks, parking, trees and building design, and that she would press the Province for more flexibility while using the powers the City already has. That is the organization's own position.
The platform also promises to review the Ladner Village Revitalization Plan, to create a North Delta revitalization plan, to update and enforce design guidelines for new developments (setbacks, height limits, parking), and to strengthen tree protection for new developments. The First 90 Days plan adds a legal review of the provincial legislation controlling development and a strategy to increase the supply of non-market and affordable housing.
