The City Clerk's declaration of results for the September 29, 2025 by-election lists him third among 20 candidates for Councillor in Ward 25, with 2,934 votes. Neethan Shan was elected with 5,174 and Anu Sriskandarajah was second with 3,374. The 20 declared totals add up to 19,260 votes, so Allen's share was 15.2 percent, calculated by voche.me from those figures.

His campaign website, the campaign's own account, says he founded Matrix Mortgage Global in 2008, is Vice President of the East Scarborough Boys and Girls Club and is the former President of the Scarborough Business Association. The Local's 2026 tracker, updated September 21, 2026, describes him as a mortgage broker who founded Matrix Mortgage Global, says the Financial Post listed the company as one of the fastest-growing in Canada in 2018 and 2019, and says he served two years as president of the Scarborough Business Association, finishing in April 2025. The Local also says he founded and organized a conference on affordable housing in Ontario in 2024 and 2025. The Local's 2025 profile said he was endorsed by Councillors Brad Bradford and Jon Burnside and by the advocacy group ABC Toronto. Those are the endorsers' own statements.

His campaign website lists his priorities. They include freezing property taxes, finding savings before raising taxes, freezing utility costs and turning the red bus lane into a lane for vehicles with several occupants. They also include community upkeep, community safety with regular attendance at the Community Police Liaison Committee meetings for 42 and 43 Division, delivery of the Eglinton East LRT, protecting the Rouge, and repealing the Vacant Home Tax. The site states a figure of 19.6 percent for the rise in Toronto property taxes since 2023, based on its own illustration. voche.me checked none of these figures against a City record.

The Toronto Sun reported on September 12, 2026 on his criticism of a new off-leash dog park at Lawrence Avenue East and Starspray Boulevard. Allen said he was confident in a $500,000 price because of a conversation with the project coordinator. The Sun reported that the City would not confirm that price when asked and that the only official figure it found was a $200,000 redirection of funds by Councillor Shan's motion, and the City did not address Allen's account of his conversation. The Sun also quotes Shan's emailed statement, which discusses the Tot Lot improvements and does not address the dog park's cost.

Build Canada's Ward 25 page records his answers to its questionnaire. He answered No to permitting more housing as of right in every ward, No to road pricing, and Yes to raising additional local revenue to repair infrastructure, adding that he opposes increasing property taxes. On the approach that should get the greatest additional investment in public safety he chose "Police, bylaw enforcement and a more visible official presence", and he chose that the police budget should "Remain approximately constant after inflation".
