The City's Members of Council page lists Councillor Neethan Shan for Scarborough-Rouge Park. His City profile, which ends with the line "Information provided by the Councillor", says he was the Executive Director of the Urban Alliance on Race Relations, a Toronto District School Board (TDSB) Trustee for Scarborough and Chair of the TDSB, and a trustee of the York Region District School Board from 2006 to 2010, and that he began as a youth outreach worker in Malvern. The page lists his seats as the Executive Committee, the Economic and Community Development Committee, Scarborough Community Council, the Striking Committee, the Board of Management of the Toronto Zoo, the Toronto and Region Conservation Authority and the Toronto Hydro Corporation Board of Directors (as the Mayor's Designate). The page shows April 10, 2026 as its modification date and gives no start date for these seats, so voche.me states none from the City.
The City Clerk's declaration of results for the September 29, 2025 by-election, dated September 30, 2025, names him as the elected Councillor for Ward 25 Scarborough-Rouge Park. He received 5,174 votes. Anu Sriskandarajah was second with 3,374 and Shawn Allen third with 2,934. The 20 declared totals add up to 19,260 votes, so his share was 26.9 percent, calculated by voche.me from those figures.
The City Clerk's declaration of results for the October 24, 2022 general election lists a Neethan Shan first among 12 candidates for TDSB trustee in Ward 17, marked elected, with 4,363 of the 14,023 votes declared for that race (31.1 percent, calculated by voche.me). Education News Canada reported on November 15, 2024 that Trustee Neethan Shan, the Ward 17 Trustee, was acclaimed Chair of the TDSB, which ties the 2022 entry to him.
His campaign website, the campaign's own account, says that in his first 10 months as Councillor he advanced $48.4 million in capital projects in the ward, connected with more than 60,000 residents, upgraded parks and recreation facilities, put traffic calming in place, addressed over 1000 constituency concerns, pushed City Hall to keep property taxes below inflation in the 2026 budget, and voted for initiatives to lower transit and grocery costs. voche.me read no City record behind these figures or these votes and repeats no recorded vote.
The Toronto Sun reported on September 12, 2026 that at the May 2026 Council meeting Shan moved to redirect $200,000 from a pool the Sun calls Section 37 money, taken from the Royal Rouge Tot Lot to a new off-leash dog park at Lawrence Avenue East and Starspray Boulevard, and that the motion passed on a show of hands. The article was prompted by his opponent Shawn Allen's criticism of the dog park's reported $500,000 cost, which the City would not confirm to the Sun. In an emailed statement Shan said the Tot Lot improvements had a $300,000 budget and received $530,000 in funding, and that the move let him send the $200,000 to the dog park. The Sun says Shan did not address the dog park's cost in that statement.
The Local's tracker, updated September 21, 2026, says he was elected in the 2025 by-election to replace Jennifer McKelvie, who stepped down to run for federal office, and that he was elected to Council in a 2017 by-election for what was then Ward 42 Scarborough-Rouge River. It lists the Toronto & York Region Labour Council as endorsing him, which is the endorser's own statement.
