Eight councillors are elected across the whole city, and every voter in Surrey chooses from the same list.

The City of Surrey says the mayor and eight councillors sit on Council, the governing body of the City. Council develops and evaluates the policies and programs for the City’s services, and adopts bylaws on the matters the Community Charter and other provincial statutes give to local government.

The City says councillors give direction as a group at an official meeting, and that a single member of Council cannot make a decision on behalf of Council.
