A City housing authority, City land for affordable homes, and the temporary modular housing kept
RITE Richmond's home page promises "bold action on the housing crisis". Laura Gillanders' November 2025 post on its site proposes a Richmond housing authority that would use City-owned land for rental and affordable homes and reinvest rents in new housing. In the Richmond News questionnaire, Wolfe and Gillanders both said yes to more City-owned land for affordable housing and to continuing the temporary modular housing contracts.
HOUSING AND ZONING
RITE Richmond on housing
Gillanders' post of November 18, 2025 says she moved referrals to set up a housing office and a housing authority, that the housing office is now running, and that a housing authority could use City-owned land, control timelines, design and tenure mix, and reinvest rental and lease revenues in new housing. It says the details are still being worked out.
Carol Day's page on the site says she has argued for purpose-built rental housing, a higher share of affordable and low-end market rental units in new developments, and the exploration of a municipal housing authority. It also says she worked to limit the size of large houses on farmland.
In the Richmond News questionnaire of October 2026, Wolfe said the City should not lower fees for developers; Gillanders said it should. Both said the new small-scale multi-unit homes fit Richmond, with Gillanders saying the City kept restrictive heights and setbacks so they fit the neighbourhood. Both support more public consultation before major infrastructure decisions.

What they say they will do
A Richmond housing authority
Gillanders' post of November 18, 2025 proposes a housing authority that would use City-owned land for affordable and rental housing, control timelines, design and tenure mix, and reinvest rental and lease revenues in new housing. It gives no date and no cost.
More City-owned land for affordable housing
Wolfe and Gillanders both answered yes to the Richmond News question on allowing more City of Richmond-owned land to be used for affordable housing.
Continue the temporary modular housing contracts
Wolfe and Gillanders both answered yes to continuing the temporary modular housing contracts. The organization's toxic drug statement says the only power the City has is to provide land for housing programs run by the Province, and that refusing the land would make the situation worse.
Purpose-built rental and a higher share of low-end market rental units
Carol Day's page on the site says she has worked for purpose-built rental housing and for increasing the share of affordable and low-end market rental units in new developments. It names no target share.
Limits on the size of houses on farmland
Day's page says she worked to safeguard the Agricultural Land Reserve by reducing the size of large houses on farmland, and Gillanders' page says she is best known for her work on the same issue. Wolfe's page says he defends the reserve. None names a further change.
What is not published
- The platform gives no number of homes, no cost and no date for the housing authority.
- The organization's account of what the housing office does is its own. The City's affordable housing page lists a Housing Office; voche.me has not read a City report on its work.
