Tom Cai appears on the City of Toronto’s list of certified candidates for Councillor in Ward 13 Toronto Centre. A certified candidate is one whose nomination the City Clerk has accepted. The list shows the nomination date as May 14, 2026 and the campaign website tomforward13.com.
His home page, the campaign’s own statement, says he wants residents to pay lower TTC fares through distance-based pricing, which it says could bring a ride downtown as low as 50 cents. It says he would push owners of vacant homes to rent them out and fight for stronger rent control at Queen’s Park. The page says this would be paid for by ending corruption and mismanagement at City Hall, and it gives no figures.
His Key Issues page, the campaign’s own statement, lists 11 campaign promises.
