About Susel Munoz Plasencia

Susel Munoz Plasencia appears on the City of Toronto’s list of certified candidates for Toronto Catholic District School Board in Ward 3. A certified candidate is one whose nomination the City Clerk has accepted. The list shows the nomination date as May 4, 2026 and a campaign website, susel4trusteeward3.com. Ward 3 covers City ward 7, Humber River-Black Creek.

A City of Toronto document, Jane Finch Initiative Community Advisory Committee Members (December 2021), describes Susel Munoz as a Jane and Finch resident and disability rights and safety advocate, Director of HAACO Ontario and a member of that committee. Her campaign website calls her the founder of HAACO Ontario and says she has spent more than 16 years supporting families in education, special education and community advocacy. The Downsview Advocate’s 2026 candidate guide calls her a former educational assistant and the founder of HAACO Ontario. The campaign website, the guide and the City document give her education and background in their own words and voche.me has not checked them with the schools named.

On her Know Your Vote T.O. page she answered all four questions in her own words. She writes that students’ needs should drive board decisions, that she would hold decision-makers to account, that she would make adequate staffing, manageable class sizes and educational assistant support a priority, and that special education cuts are not acceptable to her. The Know Your Vote T.O. team checks that answers meet its content standards and does not check that they are true.

What voche.me has checked

Evidence reviewed on October 4, 2026: the City of Toronto’s list of certified candidates, her campaign website, her Know Your Vote T.O. page, the City’s Jane Finch Initiative Community Advisory Committee members document of December 2021, the Downsview Advocate’s 2026 candidate guide, the City Clerk’s 2022 declaration of results and The Local’s article of August 24, 2026 on trustee candidates. The committee membership comes from the City’s document. Her work history, priorities and statement on the Auditor General’s special education report come from her campaign website and are written as her own account.

The City Clerk’s 2022 results for the Toronto Catholic District School Board list Ida Li Preti elected in Ward 3 with 3,861 votes and Gregory Rodriguez second with 1,272. The Emery Village Voice reported in 2022 that she was re-elected as trustee for Ward 3, Humber River-Black Creek, and the Downsview Advocate’s 2026 candidate guide lists her as seeking re-election. The TCDSB’s trustee pages loaded only a browser check and its meeting site answered with an access error, so no board record was read. The Local reports that the province took over the TCDSB in June 2025 and that, while the board is under provincial supervision, the job of Catholic board trustees is limited to denominational matters. The City Clerk’s 2022 results list no entry under Susel Munoz Plasencia. The City document and her website tie the name Susel Munoz to HAACO Ontario and to Jane and Finch, which is how the document is linked to this candidate.

Gaps. Her Know Your Vote T.O. page lists a website, Facebook, X, Instagram, TikTok and LinkedIn accounts. Her Instagram page returned a summary only, so nothing from it is used, and the other accounts were not opened. No board minutes were read. The questionnaire has not been sent.
