Joe Cadeau appears on the City of Toronto’s list of certified candidates for Councillor in Ward 13 Toronto Centre. A certified candidate is one whose nomination the City Clerk has accepted. The list shows the nomination date as May 6, 2026 and the campaign website votejoecadeau.ca.
His About page, the campaign’s own statement, says he began in sales for the Ontario Lottery Corporation, moved to managing carriers for the Toronto Star and was later Vice President at Konica Minolta, overseeing Canada’s national dealership program. It says he received an MBA from Athabasca University at the age of 55, followed by a Certificate in Mediation and Conflict Resolution from York University. voche.me did not check these with the employers or the schools.
His home page says he has lived in Ward 13 for 15 years, volunteers at the food bank and meals program at St. Bartholomew’s Church, was a member of the Ward Council for Toronto Centre and the St. Lawrence Neighbourhood Association until he decided to run, served as the community liaison for the Bond Street Shelter, and is Treasurer and a board member of the MET condominium. The Local reports the same volunteer roles in its own words. voche.me did not check them with those organizations.
His platform page, the campaign’s own statement, names two City housing projects in the ward, at 502-508 Parliament Street and 233 Carlton Street, and says they ran over time and over budget, with the Parliament Street project 100 percent over budget and the Carlton Street project growing from $3.7 million to over $13.5 million. These are the campaign’s figures and voche.me did not check them against City records. The page says that as Councillor he would have his office track major projects and tell residents about changes to timelines and budgets.
The same page says he would propose a freeze on pay increases for non-union City staff earning over $150,000 a year, vote against any increase in councillor salaries or benefits, and explore community alternatives to increased policing. His campaign’s home page still carries placeholder text in a section headed “How we are committed to you”, and voche.me did not use that text.
