01 / Introduction
About Harj Dhaliwal
Elections BC lists Harj Dhaliwal as the Conservative Party candidate in Surrey-Newton on the copy of its candidate list stamped October 3, 2026 04:00:07 PM. The same copy lists one other accepted nomination in the district, Jessie Sunner of the BC NDP. A different Conservative candidate with the same surname, Mandeep Singh Dhaliwal, is on the list for Surrey North.
Sunner won Surrey-Newton in 2024 with 7,924 votes, 51.17% of the valid vote, according to the Elections BC statement of votes. The Conservative candidate that year, Tegjot Bal, received 6,658 votes (42.99%). The 2024 statement of votes lists no candidate named Harj Dhaliwal in any district, so the records voche.me read show no earlier provincial candidacy under this name.
The party's candidate page says he is a business executive, educator and community leader, that he holds an MBA and a PhD in Organization Development and Leadership, that he has taught business and management courses, and that he has lived in Surrey for 28 years. It says he served six years as a Director of TransLink and four years on the board of the BC SPCA, and that he chaired the South Fraser District Association and the Surrey Metro Soccer Association and was a board member of the BC Coastal Soccer League. Those are the party's statements.
TransLink's own board page lists Dr. Harj Dhaliwal, appointed January 1, 2019, with a term ending December 31, 2024. The biography there names a chair role at the South Fraser District Association, a construction business and years of teaching, which match the party page, so voche.me treats the two as one person. TransLink's current board page, read on October 3, 2026, does not list him. The board's public minutes show him at its meetings from March 2019, record his re-appointment in December 2021 for a further three-year term, and show him reporting to the board as chair of its IT Committee on March 27 and June 20, 2024.
The BC SPCA's board page, read on October 3, 2026, lists Harj Dhaliwal as an Appointed Director and says he is a construction executive with Kanin Construction Management. The page gives no start date. voche.me has not checked the employer, the degrees or the soccer roles with the organizations or a registry.

What still needs checking

Sources checked October 3, 2026. Official records establish decisions; campaign material establishes stated positions; reporting adds investigation and context. None alone establishes every claim.
No campaign website or social media account of his own was found on 2026-10-03, and the party's candidate page holds no statement of policy from him. The web search tool had reached its usage limit, so the name search was limited to news feeds and direct page reads. Search engine pages returned a human-check page, an error or unrelated results, so a news story or an account under his name may exist that voche.me did not find. Coverage of a Harj Dhaliwal who works in rail technology appears under the name; no source read ties that person to this candidate, and nothing from it is used. The link between the candidate and the TransLink director rests on matching details: the party page and TransLink's biography both name the South Fraser District Association chair role, a construction business and teaching. TransLink's biography words his PhD as Organizational Behaviour specializing in Leadership from Capella University, and the party page words it as Organization Development and Leadership. No source states the two are one person in so many words, and the degrees, the employer Kanin Construction Management, the teaching posts and the soccer roles were not checked with the institutions or a registry. The party says six years at TransLink and four years at the BC SPCA. The copy of TransLink's board page dated December 3, 2024 gives a term from January 1, 2019 to December 31, 2024, and the minutes read run from March 2019 to June 2024. The BC SPCA's page gives no start date, so the four years are the party's statement. The IT Committee's own minutes and the closed meetings of the TransLink board were not read. No complaint, lawsuit or official finding about him appears in the sources read. No all-candidates meeting for Surrey-Newton was found. Campaign finances and endorsements were not reviewed. The questionnaire has not been sent.
