Slower growth, growth paying for growth, and a Township housing trust
Progress for Langley's plan promised to slow the Township's growth rate, to catch up on infrastructure, and to make growth pay for growth through developer contributions. Its site says the Township Housing Trust it set up aims for 10 per cent of new housing to be rental or below market, with 330 units under construction with the Province. It promised to protect farmland with the same rules for everyone and to update the Rural Community Plan. It names no number of homes beyond the trust.
HOUSING AND ZONING
Progress for Langley on housing
The plan's opening line promises to slow Langley's growth rate, to catch up on the infrastructure it needs, and to pay for the infrastructure that growth needs through contributions from development, which the organization calls growth paying for growth. The What's At Risk page says the Township had record development revenues of up to $100 million a year while it slowed growth and removed 500 acres of land from development, and that the opposition would give up $200 million in community amenity contributions. Those figures and claims are the organization's own.
The site says the organization established a Township Housing Trust, starting with the Province's BC Builds program, so that 10 per cent of all new housing in Langley can be rental or below market, for teachers, nurses, seniors, young people and workers, with 330 units under construction. It says its critics would end the trust and sell it. Langley Strong's platform promises to move the housing society and its $177 million of debt to a non-profit housing provider once the buildings are full.
Under Preserving Our Rural Character, the plan promises to protect farmland with the same rules for everyone, to support farmers and to update the Rural Community Plan. The accomplishments page lists phased development in Willoughby and Brookswood-Fernridge, new community and neighbourhood plans for Willoughby, and the housing trust, by the organization's own account.
