01 / Introduction
About Ryan Windsor
Elections BC lists Ryan Windsor as the Conservative Party of BC candidate in Saanich North and the Islands. The Times Colonist reported on September 23, 2026 that he had entered the race that day. The district's MLA, Rob Botterell of the BC Green Party, is not running again, and BC Green leader Emily Lowan is running in the district, according to the same report.
The District of Central Saanich says he was elected to council in a May 2013 by-election, elected mayor in 2014, and acclaimed as mayor in 2018 and 2022. Its 2022 results page records his acclamation. In March 2026 he told the Peninsula News Review that he would not run for mayor in the October 2026 municipal election.
As mayor he sat on the Capital Regional District board, according to the District's page. The Capital Regional District says he resigned his seat as a director on September 1, 2026.
Elections Canada's official results show he ran for the Liberal Party in Saanich-Gulf Islands in the 2019 federal election and placed third with 11,326 votes (16.6 percent). The Western Standard reports that he was also a BC Green candidate in 2009 and a municipal Green candidate in 2011; voche.me has not confirmed those two runs in official results.
He told CHEK News that he decided to run after Kerry-Lynne Findlay stepped down as party leader, and said he was not a supporter of hers. The Times Colonist reports that he called himself a centre-right candidate who believes in business and creating prosperity. The party says he worked in the private sector and in his family's business before public life.
He was not a candidate in Saanich North and the Islands in 2024, according to the 2024 statement of votes. voche.me has not contacted the campaign.

Focus on the riding's priorities
Said it is time for a local MLA who will focus on the priorities of Saanich North and the Islands, and said the riding has received little attention since 2017.
Evidence & next checks
Evidence reviewed
He said this to the Times Colonist when he entered the race on September 23, 2026. It is a reason for running. He named no measure, cost, number or date, and no provincial issue, so it earns no score.
What still needs checking
Which riding priorities will he name, and what would he ask the Province to do for each?
His roles come from the District of Central Saanich, the Capital Regional District and Elections Canada. The council minutes read for this record name no mover for each motion and list only those opposed, so no vote is attributed to him and the action below earns no score.
Recorded in council minutes
Early approval of 2025 capital projects in Central Saanich
At a special council meeting he attended as mayor, council approved 2025 capital projects including $3,172,000 for the Active Transportation Plan and $3,500,000 for water main replacements, by 5 votes to 1.
Scope, limits and sources
The minutes list him as present and name only the councillor who was opposed. They do not name the mover or record each member's vote, so the action is listed without a score.
CHEK News interview on moving to provincial politics
Said he decided to run after Kerry-Lynne Findlay stepped down as party leader, and said he was not a supporter of hers. CHEK reported he was still waiting for the party's official nomination.
Told the Peninsula News Review he would not run for mayor in 2026, and named progress on the active transportation plan and long-term funding of water and sewer systems as work he is proud of.

Times Colonist
Windsor enters the race against the BC Green leader
Reports that BC Green leader Emily Lowan and Windsor both entered the race in Saanich North and the Islands, and lists his past runs and terms as mayor.
Reports that he faced criticism online after council voted against sending an affordable housing project for veterans, seniors and health care workers to a public hearing, and quotes his Facebook post asking for civil feedback. The article says he defended the council decision. It does not report how each member voted.

No campaign website was found. ryanwindsor.ca belongs to a real estate agent in the Vancouver area with the same name, and no page ties that person to this candidacy. No social media account run by the candidate could be identified and read; Victoria Buzz quotes a 2024 post from his Facebook page, which voche.me did not open. The party's candidate page labels him "Interim Conservative Party Leader". The party's own team page lists him as a candidate, and other reporting names Lorne Doerkson as leader, so voche.me does not repeat that label. The Western Standard reports that he was a BC Green candidate in 2009, a municipal Green candidate in 2011 and a Green councillor in 2013. The 2009 statements of votes for Saanich North and the Islands and Saanich South do not list him, and the other claims were not checked against official results. The District's page still lists him as mayor on 2026-09-30. voche.me found no District notice of a leave or resignation for the campaign. Central Saanich council minutes on the District's meeting server show a browser check to direct reads; one set of minutes was read through an Internet Archive copy. The October 2024 housing decision reported by Victoria Buzz was not found in the minutes calendar for that week, so the vote is not attributed. His 2026 positions on housing, health care, ferries, taxes and the other provincial issues, all-candidates meetings in the district, endorsements and campaign finances were not found on this date.
