Sutcliffe thanked Leiper by name, calling out his 12 years of service on City Council. "During this past term of council, I've enjoyed working with Jeff," Sutcliffe said. He also thanked Alex Lawson and Saravanamuttoo for "caring about our community."

What Sutcliffe promised in the campaign

Sutcliffe's campaign described its 70-page platform as a plan to build "a stronger, more affordable future for Ottawa." His promises, as described by his campaign and reported by CTV News Ottawa, included capping property taxes at 2 to 2.5 per cent in his first two years, freezing recreation fees for families and seniors, and freezing new-housing costs set by the City.

On transit, Sutcliffe promised to cut the price of a monthly pass to $95 from $138.50, using funding from a proposed plan to transfer the O-Train to the province. The City of Ottawa and the Ontario government have not finalized that agreement, CTV News Ottawa noted.

Sutcliffe also outlined a $10-billion infrastructure plan covering roads, pothole repairs and $500 million for flood prevention and climate-resilient infrastructure.

What he said he would do first

In the days before the vote, Sutcliffe listed 10 priorities for his first 30 days in office, including directing staff to draft the 2027 budget with a 2 to 2.5 per cent property tax increase, and holding the first meeting of a program review process intended to find $250 million in savings. He also said he would activate the city's emergency coordination centre to address addictions and mental health challenges.

"I heard your concerns about public transit, about public safety, about affordable housing, about building a better city for everyone," Sutcliffe told supporters, according to CTV News Ottawa. "And I promise you, I will work hard every day to live up to all of your expectations."
