The City of Ottawa’s open data file of nominated candidates (workbook of August 29, 2026), sheet CEPEO, shows Samia Ouled Ali in Zone 12 with a nomination filed on May 5, 2026 and no withdrawal. The other nomination in the zone is Nevalette Zayet, filed on August 20, 2026. CTV News Ottawa’s guide to the school board races lists Zone 12 as Wards 3, 6, 21, 23 and 24. The board’s election page names the area of its sector 12 for 2026 as Barrhaven-Ouest, Stittsville, Rideau-Jock, Kanata-Sud and Barrhaven-Est. Her current sector 12, in the 2022 to 2026 map, is Barrhaven-Ouest, Knoxdale-Merivale, Rideau-Jock, Riverside-Sud-Findlay Creek and Barrhaven-Est, so the area she would represent in 2026 differs from the one she holds now.
The board’s Gouvernance page lists Samia Ouled Ali as trustee for sector 12 and names five schools in it: École élémentaire publique Des Visionnaires, École élémentaire publique Michaëlle-Jean, École élémentaire publique Michel-Dupuis, École secondaire publique Omer-Deslauriers and École secondaire publique Pierre-de-Blois. The board’s release of May 11, 2023 says she was elected trustee in 2018 and had been vice-chair of the Council since 2021. Its release of October 25, 2022 lists her as re-elected, and the City’s 2022 sheet for CEPEO Zone 12 holds no votes and carries the line “Acclaimed”, so nobody ran against her that year. The release of November 16, 2022 says she was re-elected vice-chair for a second year, and it says that, in the board’s words, she has worked in education for 23 years and that her leadership contributed to the opening of École secondaire publique Pierre-de-Blois the year before.
The board’s releases record her years as chair. On May 11, 2023 the board named her chair of the Council until the annual meeting of November 2023. On November 16, 2023 she was re-elected chair, and on November 21, 2024 the board reported that she was re-elected by acclamation to a third term as chair. The same releases say that she chairs the Consortium Centre Jules-Léger, which the releases name without describing, that she is vice-chair of the Association des conseils scolaires des écoles publiques de l’Ontario (ACÉPO), and that she sits on the board of the Fédération nationale des conseils scolaires francophones (FNCSF). The release of November 21, 2024 quotes her saying that her commitment is to create an environment where each student can grow, learn and succeed, and that she will keep stressing inclusion, innovation and collaboration.
The board posts the minutes of its Council meetings as PDF files on its page of Council and committee meetings. The minutes of the ten meetings from September 23, 2025 to June 16, 2026 name her as present at nine. The one absence is May 26, 2026, which the minutes say she announced beforehand, and Resolution 61-2026 approved it. She took part by electronic means on February 24 and April 28, 2026. The minutes record who moved and who seconded each motion, and whether it was adopted. In these minutes the member who moves a motion proposes it, and the seconder is a second member who supports it so that it can be debated. They name how each member voted only when a member asks for a recorded vote.
She chaired the meetings of September 23 and October 28, 2025. On November 18, 2025, at the annual organization meeting, Council received two nominations for chair: Jacinthe Marcil, proposed and seconded by Mathieu Tondreau and Sonia Boudreault, and Samia Ouled Ali, proposed and seconded by Pierre Tessier and Colette Stitt. The members voted by secret ballot. Resolution 111-2025 declared Marcil chair, and the minutes give no count. The minutes record Ouled Ali thanking her colleagues for their trust and support during the terms in which she was chair. The same minutes name her to the Real Estate Committee, with Joël Beddows and Pierre Tessier, to the committee on the division of electoral sectors, with Denis Labrèche and Mathieu Tondreau, and as a substitute member of the Audit Committee.
The minutes show the motions she moved. The minutes of September 23, 2025 publish a resolution, adopted by an email vote of July 18, 2025, that she moved with Colette Stitt as seconder, to award a contract worth $1,235,000 plus taxes to Atco Structures and Logistics Ltd. for the purchase, construction and delivery of portable classrooms. On December 2, 2025 she moved Resolution 120-2025, seconded by Tessier, to receive an update on the board’s sustainable development strategy. On January 13, 2026 she moved Resolution 07-2026, seconded by Tessier, to take scenario 2 as the attendance area of the new École secondaire publique Rockland, with changes to four neighbouring schools, to the community for a final consultation. Council approved the area on February 24, 2026.
On February 24, 2026 she moved two resolutions that had been adopted by email vote and were made public: Resolution HC17-2026, seconded by Marc Roy, for a contract worth $1,015,028 plus taxes with Dell Canada for server and storage equipment, and Resolution HC18-2026, seconded by Roy, for a contract worth $25,932,000 plus taxes with 15012660 Canada Ltd (HEIN) to build the new École élémentaire publique Louise-Arbour. On March 24, 2026 she moved Resolution 35-2026, seconded by Denis Labrèche, which renewed policy PER35 on health, safety and well-being at work. On June 16, 2026 she moved Resolutions 85-2026 and 92-2026, which received the equity commissioner’s report and adopted the calendar of Council and committee meetings for 2026 to 2027.
At 8 of the 10 meetings she gave a report on ACÉPO and the FNCSF. The minutes of October 28, 2025 record her election as first vice-president of the FNCSF, and those of December 2, 2025 record that she keeps that role after the change of chair. On March 24, 2026 she told Council of an intervention before the Supreme Court of Canada on school governance and language rights. On December 2, 2025 Council named her and Jacinthe Marcil as its two representatives to ACÉPO for 2025-2026, and on June 16, 2026 it named her, Gilles Fournier and Jacinthe Marcil as its three voting delegates to the FNCSF annual general meeting on October 3, 2026. On May 26, 2026, a meeting she missed, Council adopted Resolution 70-2026, moved by Stitt and seconded by Tessier, which suspended non-essential spending by members on representation, professional development and events, including the yearly fees to ACÉPO and the FNCSF. On June 16, 2026 Council postponed its study of changes to the policies on members’ expenses to September 22, 2026.
The minutes of March 24, 2026 record one vote by name. Council adopted the number of members, the sectors and the main municipalities for the 2026 school board election, and Colette Stitt asked for a recorded vote. Resolution 44-2026 was moved by Tondreau and seconded by Ouled Ali. The minutes list Umwali Twagirimana, Tondreau, Fournier, Roy, Labrèche, Boudreault, Ouled Ali and Marcil as voting for and Stitt as voting against, with no abstention. The sectors adopted include sector 12 as Barrhaven-Ouest, Stittsville, Rideau-Jock, Kanata Sud and Barrhaven-Est.
