Marc Roy

Sitting trustee of the Conseil des écoles publiques de l’Est de l’Ontario (CEPEO) for sector 6, elected without opposition in 2022 and now a candidate in Zone 6 (Wards 11 and 19) against Marthe Foka and Michelle Petersen; no campaign statement from him was found.

Marc Roy is on the City of Ottawa’s list of nominated candidates for trustee of the Conseil des écoles publiques de l’Est de l’Ontario (CEPEO, the French public school board) in Zone 6, which covers City Wards 11 and 19, with a nomination filed on June 10, 2026. The board’s own page lists him as its trustee for sector 6, its release of October 25, 2022 marks him as re-elected that year, and the City’s 2022 sheet for the zone shows the race as acclaimed, so nobody ran against him. The board’s posted minutes of its ten Council meetings from September 23, 2025 to June 16, 2026 show him present at 7, with each of his 3 absences announced beforehand and approved by a Council resolution, and show the motions he moved. The other two candidates in the zone are Marthe Foka and Michelle Petersen. VoteMate holds no profile for him, and voche.me found no campaign website, social media account or statement from him for 2026.

About Marc Roy

The City of Ottawa’s open data file of nominated candidates (workbook of August 29, 2026), sheet CEPEO, shows Marc Roy in Zone 6 with a nomination filed on June 10, 2026 and no withdrawal. The other nominations in the zone are Marthe Foka, filed on August 13, 2026, and Michelle Petersen, filed on August 11, 2026. CTV News Ottawa’s guide to the school board races lists Zone 6 as Wards 11 and 19. The board’s election page names the area of its sector 6 for 2026 as Orléans-Sud-Navan and Beacon Hill-Cyrville.

The board’s Gouvernance page lists Marc Roy as trustee for sector 6, named as Orléans-Est-Cumberland and Orléans-Sud-Navan, and names the schools of the sector: École élémentaire publique Des Sentiers, École secondaire publique Gisèle-Lalonde, École élémentaire publique Jeanne-Sauvé, École élémentaire publique Le Prélude and École élémentaire publique Orléans Sud, which the page marks as under construction. The board’s release of October 25, 2022 lists him for sector 6 with the word “réélu”, which means re-elected, so he had served before that election. Radio-Canada reported on August 19, 2022 that he was among the school board candidates elected without opposition, and the City’s 2022 results sheet for CEPEO Zone 6 holds no votes and carries the line “Acclaimed”. The board’s Council adopted the sectors for the 2026 election at its meeting of March 24, 2026, and the sector numbered 6 for 2026 differs from the one he holds now.

The board posts the minutes of its Council meetings as PDF files on its page of Council and committee meetings. The minutes of the ten meetings from September 23, 2025 to June 16, 2026 name him as present at the meetings of September 23, October 28 and November 18, 2025 and of January 13, February 24, March 24 and June 16, 2026, and as absent on December 2, 2025, April 28, 2026 and May 26, 2026. For each absence the minutes record that he told the board beforehand and that Council approved the absence by resolution. The minutes record who moved and who seconded each motion and whether it was adopted. They name how each member voted only when a member asks for a recorded vote.

On September 23, 2025 he moved Resolution 87-2025, seconded by Mathieu Tondreau, which approved the school attendance area of the new Orléans-Sud elementary school and changes to the areas of École élémentaire publique Le Prélude and École élémentaire publique Des Sentiers, from the 2026-2027 school year. The minutes show the resolution as adopted. On October 28, 2025 Council named him, with Denis Labrèche and Joël Beddows, to the committees that choose names for the new Orléans-Sud elementary and secondary schools. The minutes of the annual organization meeting of November 18, 2025 list him as a member of the committee for suspension appeals and expulsion hearings, with Denis Labrèche and Mathieu Tondreau, as a substitute member of the Comité de l’apprentissage parallèle dirigé, and as the board’s representative at the electronic opening of tenders. On February 24, 2026 he moved Resolution 17-2026, seconded by Colette Stitt, which adopted the school calendars for 2026-2027 for approval by the Ministry of Education. On June 16, 2026 he moved Resolution 90-2026, seconded by Sonia Boudreault, to receive the report on the policies for members’ expenses and activities and for Council representation. Council had postponed its study of the changes to those policies to its meeting of September 22, 2026 by a separate resolution.

The minutes of March 24, 2026 record one vote by name. Council adopted the number of members, the sectors and the main municipalities for the 2026 school board election, and Colette Stitt asked for a recorded vote. The minutes list Umwali Twagirimana, Tondreau, Fournier, Roy, Labrèche, Boudreault, Ouled Ali and Marcil as voting for and Stitt as voting against, with no abstention. Joël Beddows was absent that day. The sectors adopted include sector 6 as Orléans-Sud-Navan and Beacon Hill-Cyrville.

VoteMate lists him with no profile and no promises. The City’s list gives no website or social media account that voche.me could read, and voche.me found no campaign statement from him and no complaint or allegation about him in the sources read.

What voche.me has checked

Evidence reviewed on October 7, 2026: the City’s open data file of nominations, the City’s 2022 official results for CEPEO Zone 6, the board’s Gouvernance page, election page and page of meetings, the board’s news releases of October 25, 2022 and November 16, 2022, the minutes of the ten Council meetings posted from September 23, 2025 to June 16, 2026 (read in French), the Radio-Canada article of August 19, 2022, and the VoteMate listing, which holds no profile text. CTV News Ottawa’s guide to school board candidates, published September 9, 2026 and updated October 5, 2026, was also read; it lists him by name under the CEPEO and quotes nothing.

Gaps. The City’s list gives no website or social media account that voche.me could read, and no campaign page or statement from him was found, so his priorities and background are unknown. The general web search tool refused because the session’s search allowance was used up, so a campaign page or a post that only a general search would find may exist. The minutes name a member’s vote only when a recorded vote was asked for, which happened once in the ten meetings, so his other votes are unknown. The board’s minutes before September 23, 2025 and the minutes of its committees were not read. The sectors for 2026 differ from the sectors of 2022 to 2026, and voche.me did not find a map that compares the two. The voche.me questionnaire has not been sent.
