The City of Ottawa’s open data file of nominated candidates (workbook of August 29, 2026), sheet CEPEO, shows Jacinthe Marcil in Zone 11 with a nomination filed on May 6, 2026 and no withdrawal. The other nomination in the zone is Abdelhakim Messaoudi, filed on July 29, 2026. CTV News Ottawa’s guide to the school board races lists Zone 11 as Wards 4, 5, 7, 8 and 9. The board’s election page names the area of its sector 11 for 2026 as Kanata-Nord, West Carleton-March, Baie, College and Knoxdale-Merivale. Her current sector 11, in the 2022 to 2026 map, also holds Stittsville and Kanata Sud, so the area she would represent in 2026 differs from the one she holds now.
The board’s Gouvernance page lists Jacinthe Marcil as chair of the Council and as trustee for sector 11, named as Kanata-Nord, West Carleton-March, Stittsville, Baie, College and Kanata Sud, and names six schools of the sector: École élémentaire publique Charlotte-Lemieux, École élémentaire publique Grande-Ourse, École secondaire publique L’Alternative, École élémentaire publique Mamawi, École élémentaire et secondaire publique Maurice-Lapointe and École élémentaire publique Kanata-Stittsville, which the page marks as under construction. The board’s release of November 19, 2025 says she has been the trustee for sector 11 since 2018 and that this is her second term as chair, after the school year 2021 to 2022. The board’s release of October 25, 2022 lists her as re-elected, and the City’s 2022 sheet for CEPEO Zone 11 holds no votes and carries the line “Acclaimed”, so nobody ran against her that year. The release of November 16, 2022 shows Rachel Laforest taking over as chair that month.
The board posts the minutes of its Council meetings as PDF files on its page of Council and committee meetings. The minutes of the ten meetings from September 23, 2025 to June 16, 2026 name her as present at all ten, and none of the lists of absences includes her. The minutes record who moved and who seconded each motion, and whether it was adopted. In these minutes the member who moves a motion proposes it, and the seconder is a second member who supports it so that it can be debated. They name how each member voted only when a member asks for a recorded vote.
On November 18, 2025, at the annual organization meeting, Council received two nominations for chair: Jacinthe Marcil, proposed and seconded by Mathieu Tondreau and Sonia Boudreault, and Samia Ouled Ali, proposed and seconded by Pierre Tessier and Colette Stitt. The members voted by secret ballot. Resolution 111-2025, moved by Tondreau and seconded by Boudreault, declared Marcil chair until the inaugural meeting of the 2026 Council. The minutes give no count. The board’s release of November 19, 2025 quotes her saying that diversity in all its forms will always have a place at CEPEO and that, as chair, she will defend the values of inclusion, innovation and collaboration. The same minutes list her as one of five members of the committee that evaluates the performance of the director of education, with Labrèche, Tessier, Tondreau and Fournier.
Before she became chair, the minutes of September 23, 2025 show her presenting the report of the Governance Committee, which she chaired, to Council. Council then adopted four resolutions, each moved by Tondreau and seconded by her. They received the committee’s report, changed policy ADC38 on naming schools and installations, authorized management to change the codes of policies without separate Council approval, and updated the four-year training plan for members. On October 28, 2025 she moved Resolution 99-2025, seconded by Philippe Landry, to receive the annual report of the Office of International Education for 2024-2025, and Council named her, with Sonia Boudreault and Samia Ouled Ali, to the committee that chooses the name of the new École élémentaire publique Kanata-Stittsville. On December 2, 2025 Council named her and Samia Ouled Ali as the board’s two representatives to the Association des conseils scolaires des écoles publiques de l’Ontario for 2025-2026. The minutes record that Beddows asked for one resolution for each of them, and that Tessier moved hers, with Beddows seconding.
On February 24, 2026 she seconded Resolution 28-2026, moved by Joël Beddows, to award a contract worth up to an estimated $2,410,000 plus taxes over a possible five years to Stratus51 Inc. for the installation of voice and data cabling. On May 26, 2026 she seconded Resolution 80-2026, moved by Colette Stitt, which adopted the board’s Strategic Plan 2026 to 2031. On June 16, 2026 Council named her, Samia Ouled Ali and Gilles Fournier as its three voting delegates to the annual general meeting of the Fédération nationale des conseils scolaires francophones on October 3, 2026. The minutes print her surname as “Marci” in that resolution.
The minutes of March 24, 2026 record one vote by name. Council adopted the number of members, the sectors and the main municipalities for the 2026 school board election, and Colette Stitt asked for a recorded vote. The minutes list Umwali Twagirimana, Tondreau, Fournier, Roy, Labrèche, Boudreault, Ouled Ali and Marcil as voting for and Stitt as voting against, with no abstention. The sectors adopted include sector 11 as Kanata-Nord, West Carleton-March, Baie, Collège and Knoxdale-Merivale.
At the meetings of April 28 and May 26, 2026, members of the Canadian Union of Public Employees, and on May 26 also parents, told Council of their concerns about changes to the staffing of school secretary positions. The minutes record the chair, on April 28, saying that Council values the work of staff and acts within the separate roles of Council and management, in particular for human resources. On May 26 the minutes record her saying that the management of human resources belongs to the administration, thanking the speakers and acknowledging their concerns. On May 26 Council also adopted Resolution 70-2026, moved by Stitt and seconded by Tessier, which suspended non-essential spending by members on representation, professional development and events, including the yearly fees to the two associations named above. The minutes name no votes on it.
