The City of Ottawa’s open data file of nominated candidates (workbook of August 29, 2026), sheet CEPEO, shows Denis Labrèche in Zone 8 with a nomination filed on May 5, 2026 and no withdrawal. The other nominations in the zone are Abdelkader Amar Berrahou, filed on August 19, 2026, and Zenab Mustapha, filed on August 21, 2026. CTV News Ottawa’s guide to the school board races lists Zone 8 as Wards 10, 16, 20 and 22. The board’s election page names the area of its sector 8 for 2026 as Rivière, Osgoode, Gloucester-Southgate and Riverside-Sud-Findlay Creek.
The board’s Gouvernance page lists Denis Labrèche as trustee for sector 8, named as Gloucester-Southgate, Rivière and Osgoode, and names two schools in it: École élémentaire publique Gabrielle-Roy and the adult school École des adultes Le Carrefour. The City’s 2022 results sheet for CEPEO Zone 8 gives him 688 votes and Annila Tharakan 374, out of 1,062 votes counted, so he received 64.8% and she 35.2%. The board’s release of October 25, 2022 lists him as elected, with no word of re-election, and says the board’s table was made up of seven re-elected members and five new ones. The 2026 area of the sector adds Riverside-Sud-Findlay Creek, which the same release places in sector 12, so the 2022 count covers a smaller area than the 2026 zone. Its release of November 16, 2022 says that five members were sworn in for a first term and shows him in the photograph of members.
The board posts the minutes of its Council meetings as PDF files on its page of Council and committee meetings. The minutes of the ten meetings from September 23, 2025 to June 16, 2026 name him as present at every one of them. On March 24, 2026 he took part by video link, which the minutes list as approved. The minutes record who moved and who seconded each motion and whether it was adopted. They name how each member voted only when a member asks for a recorded vote.
The minutes call him chair of the audit committee. On September 23, 2025 he presented the committee’s report of September 17, 2025, and Council adopted two motions seconded by him: to receive the report and its recommendations, and to approve and send to the Ministry of Education the committee’s annual report for 2024-2025. On December 2, 2025 he presented the committee’s report of November 26, 2025, and Council approved the audited financial statements for 2024-2025 on a motion by Mathieu Tondreau that he seconded. On May 26, 2026 he presented the committee’s report of May 20, 2026, and Council adopted, on motions by Pierre Tessier that he seconded, the risk management policy FON06 as amended, the committee’s meeting dates for 2026-2027 and the renewal of the term of its outside member. The minutes of March 24, 2026 call him chair of the committee that decides the number of members and the sectors for the school board election. He presented its two reports, of March 10 and March 12, 2026.
On March 24, 2026 Council adopted the number of members, the sectors and the main municipalities for the 2026 election, and Colette Stitt asked for a recorded vote. The minutes list Umwali Twagirimana, Tondreau, Fournier, Roy, Labrèche, Boudreault, Ouled Ali and Marcil as voting for and Stitt as voting against, with no abstention. The minutes say that members held different views on the proposed plan: some raised concerns about the size of sector 1 and about the process, and others recalled that Council has the power to decide. They also record a discussion of how objective the process was and of its effect on relations among Council members. The sectors adopted include sector 8 as Gloucester-Southgate, Rivière, Osgoode and Riverside-Sud-Findlay Creek.
On November 18, 2025 the minutes of the annual organization meeting list him as a member of the audit committee, the committee for suspension appeals and expulsion hearings, the committee that evaluates the performance of the director of education, the equity and human rights advisory committee and the committee on the electoral sectors. On October 28, 2025 Council named him, with Marc Roy and Joël Beddows, to the committees that choose names for the new Orléans-Sud elementary and secondary schools. On September 23, 2025 he seconded the motion that awarded the contract of $22,469,145 plus taxes for the new elementary school in Leitrim, moved by Pierre Tessier and reported from the meeting held in private. On April 28, 2026 he seconded Joël Beddows’s motions on the student health and well-being policy and on presenting scenario 3 for the school attendance area of the Leitrim school to the community for final consultation, and told Council that the multicultural dinner at École élémentaire publique Gabrielle-Roy had brought together more than 300 people. On June 16, 2026 he seconded Gilles Fournier’s motion to postpone Council’s study of the changes to the policies on members’ expenses and on Council representation to September 22, 2026, and Council named him substitute voting delegate for the October 3, 2026 annual meeting of the Fédération nationale des conseils scolaires francophones.
