Councillor in Ward 2 Orléans West-Innes · Ottawa 2026
David Purchase
Real estate agent and former infantry soldier, running for Councillor in Ward 2.
David Purchase is on the City of Ottawa's list of certified candidates for Councillor in Ward 2 Orléans West-Innes, with a nomination dated August 20, 2026. CBC News describes him as a real estate agent who served in the Armed Forces. His campaign says he was born and raised in Blackburn Hamlet and lists safer streets, express buses, growth that fits, road repair and lower property taxes for small businesses as priorities. He is one of three candidates, and the sitting Councillor, Laura Dudas, is another.
David Purchase's campaign website says he was born and raised in Blackburn Hamlet, lived for almost three decades on the street where he grew up, spent two years in Orléans, and then bought a house on the same street. In the CBC News questionnaire he says he has lived in the ward for 27 years. The City's list shows his nomination dated August 20, 2026.
His campaign website says his experience covers infantry service in the Canadian Armed Forces, work in the federal public service, community leadership and real estate. The CTV News questionnaire says he worked in the federal public service with Health Canada and Elections Canada and at Ottawa Community Housing, has worked as a mortgage broker and is a licensed realtor. His site says he has served for four years on the board of the Blackburn Community Association, and the CTV News questionnaire gives three years. These are his own statements, and voche.me has not checked them with an employer or the association.
His campaign website says he is bilingual and was educated in French from kindergarten through high school. Ontario municipal candidates have no party on the ballot.
In the CBC News questionnaire he wrote that 3.75 percent is the most he could support for a 2027 property tax increase and that his goal would be lower. He chose a transit levy (a separate tax for transit) to cover OC Transpo deficits and answered that the police budget is appropriate, with more of it reaching officers on patrol.
Several of his campaign pages quote City figures, for example an Auditor General finding that signed site-plan agreements (agreements that approve how a building site is laid out) took an average of 649 days from approval to registration in 2024. voche.me has not checked those figures against the Auditor General's report.

His campaign says it will push to bring back direct rush-hour express buses to places where people work, and better bus service inside the ward, including from Convent Glen to Innes Road.

He also says routes should be planned by how many people ride them, with smaller buses outside rush hour where that makes sense.
His campaign says it will publish, before each vote on a major development, what residents asked for and what changed, and will press the City to remove delays after approval for projects that fit, especially affordable housing.
His campaign says it will push the City to set aside a fixed share of the new property tax money from growth for repairing existing roads, sidewalks and pathways, and to publish a Ward 2 road and infrastructure plan.

He wrote that he will not support a new infrastructure levy (a separate tax for roads and sewers) until the City shows it uses its current money well.
His campaign says it will push to raise the small business property tax break from 15 percent to at least 20 percent without raising homeowners' taxes, appoint a Small Business Commissioner and offer smaller grants for storefronts and signs.

He also promises a yearly Ward 2 report on what residents asked for and what was funded, and says he will vote against any raise in Councillors' pay during his term.
