The City of Ottawa’s list of elected officials for 2022 to 2026 shows David Brown as Councillor for Ward 21 Rideau-Jock. The City’s page for the ward lists him as an acclaimed candidate and shows his nomination dated May 25, 2026. The City’s open data file shows the same date for his registration in the Contribution Rebate Program. CBC News reported on August 23, 2026 that he was one of two members of Council to keep a seat because no one else filed a nomination in the ward before the Friday afternoon deadline, and that this was the first acclamation of a councillor in Ottawa since 2003. The other was Riley Brockington in River ward. The acclamation field of this record carries the date the City’s page was last updated, September 21, 2026.
The City’s published results for the October 24, 2022 election give him 6,898 of the 10,353 votes cast in Ward 21, which is 66.6 percent, the most votes in a race of 5 candidates (Leigh-Andrea Brunet received 1,654, Kevin Setia 1,201, Patty Searl 349 and Michael J Nowak 251). CBC News says he previously worked on local dairy farms and as a political staffer, and that he won the seat in 2022 after the previous Councillor, Scott Moffatt, left it open. His Councillor website lists his committees and boards as Chair of the Agriculture and Rural Affairs Committee, Vice-Chair of the Audit Committee, the Environment and Climate Change Committee, the Community Services Committee, the Court of Revision, the City of Ottawa Superannuation Fund, the Manotick Business Improvement Area, the Rideau Valley Conservation Authority and the Agile Government Efficiency Review Working Group. voche.me did not check these roles against committee minutes.
The Council minutes of four meetings record his votes by name. On December 10, 2025 he voted for the 2026 Ottawa Police Service budget (carried 20 to 5, with Councillors King, Menard, Johnson, Bradley and Troster against). He voted against a motion by Councillor King that would have matched a $5.4 million police reserve allocation with $5.4 million for ANCHOR (a program that sends non-police crisis teams) and community hubs (lost 9 to 16), and against the second part of that motion, which carried 17 to 8. He voted for the Public Works and Infrastructure Committee part of the budget (carried as amended 23 to 2) and for the motion that adopted the 2026 budgets (carried 21 to 4). He voted for a motion by Councillor Kelly that would have added conditions to the zoning for a battery energy storage system at Marchurst Road (lost 9 to 16). That day he moved three motions that carried: one put the Agriculture and Rural Affairs Committee capital program back into the budget after that committee had rejected it, one asked the City Manager to expand the City’s use of artificial intelligence tools and to report to the Agile Government Working Group, and one directed staff to use mediation with the applicant over the refused rezoning at 6158 Rideau Valley Drive. On April 22, 2026 he voted for the Safe Access to Social Infrastructure By-law (carried 20 to 4, with Councillors Menard, Devine, Bradley and Troster against), and against both amendments to it: one that would have removed its ban on demonstrations inside safe access zones (lost 6 to 18) and one that would have limited the by-law to times when a facility is used for its main purpose (lost 10 to 14). On July 15, 2026 he voted for the Development Charge Reduction Program report (carried 23 to 1, with Councillor Menard against), against Councillor Menard’s motion to refer that report to a special meeting of Council (lost 11 to 14), and against the Rental Renovation Licence By-law review (carried 20 to 5, with Councillors Hubley, Hill, Desroches and Lo also against). On September 9, 2026 he voted for a motion by Councillor King that asks the federal government to extend its consultation on the Eastern Bridge Project (carried 23 to 2).
His Councillor website says his work is aimed at fixing the City’s public finances and debt, making the City more efficient and open, closing the infrastructure gap, and two local problems: truck traffic on Bridge Street in Manotick and the lack of a traffic light at Perth Street and Shea Road in Richmond.
