# Vote Vancouver on public services: arts, addiction care, childcare and safety

Public Services is Vote Vancouver's section on what City Hall delivers. It proposes an Independent Arts Council, more Recovery Community Centres, non-profit childcare in all new public housing, a Community Safety and Wellbeing Strategy, more public washrooms and a 10-day reply promise for City Hall.

## The aim of Public Services, in the party's words

> Vancouver should serve everyone.

Public Services covers pages 20 to 32 of Vote Vancouver's Policy Priorities, the longest part of the document. The party says the city should work for all of its residents, with a City Hall that listens and public services people can rely on. The council chapters here cover the arts, addiction and mental health, childcare, public safety, community spaces and the way City Hall answers residents. The section's lists on schools and parks have their own pages on this site.

The party would move City arts grants to an Independent Arts Council, with at least 90% of its money going directly to the arts. It would build more Recovery Community Centres and support the Road to Recovery program at St. Paul's. On childcare, it would require non-profit childcare in all new public housing. It would also write a Community Safety and Wellbeing Strategy, reply to every City Hall inquiry within 10 days and restart the Energize Vancouver emissions-reporting program.

Council controls city grants, permits, city buildings and the capital plan. Other parts need other bodies. The Province runs health and addiction services and funds childcare operations, and the Vancouver Police Board directs the police department.

QUESTIONS AND ANSWERS

## Questions about Public Services

<details>

<summary>What is Vote Vancouver's plan for arts funding?

</summary>

Vote Vancouver would set up an Arts, Culture and Creative City Navigator at City Hall within six months, then an Independent Arts Council to hand out City arts grants. At least 90% of the council's yearly money would go to the arts sector and no more than 10% to running costs (Policy Priorities, pages 22 to 23).

</details>

<details>

<summary>What would Vote Vancouver do about addiction and mental health?

</summary>

The party would press the Province for more mental health services and treatment beds, build more Recovery Community Centres, support St. Paul's Road to Recovery program with more supportive housing, and improve coordination so police are not the only response to a crisis (Policy Priorities, page 24).

</details>

<details>

<summary>What is Vote Vancouver's childcare plan?

</summary>

Vote Vancouver would require non-profit childcare in all new public housing, put more childcare money in the city's 2027 to 2030 capital plan, audit underused public land for new spaces and press the Province to fund $10aDay childcare (Policy Priorities, page 25).

</details>

<details>

<summary>What does Vote Vancouver promise on public safety?

</summary>

The party would write a Community Safety and Wellbeing Strategy with police, health providers and community groups, expand work against gender-based violence, set up a restorative justice system and turn Community Policing Centres into neighbourhood hubs (Policy Priorities, page 28).

</details>

<details>

<summary>What is Vote Vancouver's 10-day response promise?

</summary>

Vote Vancouver would commit City Hall to answering inquiries within 10 days. The party says this means you hear within 10 days what the city plans to do, and that the problem may not be fixed by then (Policy Priorities, page 32).

</details>

<details>

<summary>Who would have to act on Vote Vancouver's public services plan?

</summary>

City Council can act on arts grants, city service desks, permits and the capital plan. The Province runs health and addiction services and sets childcare funding, so on those the party says it would advocate. The Vancouver Police Board directs the police (Policy Priorities, pages 20 to 32).
