# TrueBlue Vancouver on climate: repeal green building rules, fix drains and dikes

TrueBlue Vancouver would repeal municipal green building mandates, retrofit rules and gas-stove bans, and let builders choose their own energy sources. It would spend on drainage, dikes, seawalls and storm sewers, and keep pools, rinks and community centre cooling running in heat waves.

## Energy-Efficient Buildings, Flooding and Urban Heat: what the 2026 Full Election Platform says

TrueBlue Vancouver's climate section opens with buildings. The party says municipal green building mandates, complex retrofit rules and gas-stove bans raise the cost of housing and construction, and it would repeal them. It would also simplify the Vancouver Building By-law, the city's own building code, so that builders and homeowners could pick the heating, cooling and energy sources they find cheapest, with no civic mandate deciding for them.

On flooding, the party wants tax money spent on drainage, dike maintenance and seawall repairs. It contrasts this with what it calls activist environmental projects. TrueBlue would send city engineering staff to upgrade storm sewers, clear drainage paths and strengthen coastal defences, with the stated goal of protecting homes, private property and local businesses from storm surges and heavy rain.

For hot summers, the platform says the city should keep the cooling equipment in community centres working and look after urban trees through ordinary budgeting. TrueBlue would keep civic pools, community centres and ice rinks open and working during heat waves, and says it would add no heat rules or taxes for private property owners. Four other policies printed in this section of the PDF, on green space, cars and parking, walking and cycling, and zoning, repeat word for word in later sections, so we list each of them once there.

Council controls Vancouver's own building bylaw and the city's sewer and drainage budget, so it could act on most of this chapter. Community centres, pools and rinks belong to the separately elected Park Board, which TrueBlue is not contesting. The flooding policy names drainage, dikes, seawalls and storm sewers, all paid for through the city's budget and capital plan. Each policy carries the PDF's general promise to assess cost before acting and to publish outcomes, and none gives a dollar figure.

## What the party says it would do

1. ### Energy-efficient buildings

 TrueBlue would repeal what it calls costly municipal green building mandates, complex retrofits and gas-stove bans, which it says drive up housing and construction costs for local families. It would streamline the Vancouver Building By-law so builders and homeowners can choose the most cost-effective heating, cooling and energy sources without forced civic mandates.

Who has the power

City Council Vancouver has its own building bylaw under the Vancouver Charter, so Council can change the energy rules for buildings in the city.

Source

2026 Full Election Platform, page 6

2. ### Flooding

 The party would focus tax dollars on essential drainage, dike maintenance and seawall repairs rather than what it calls activist environmental projects. It would direct engineering resources to upgrade storm sewers, clear drainage pathways and reinforce coastal defences to protect private property, homes and local businesses from storm surges and heavy rainfall.

Who has the power

City Council Council approves the operating budget and the capital plan that pay for the city's sewers, drainage and seawall work.

Source

2026 Full Election Platform, page 6

3. ### Urban heat

 TrueBlue would maintain community centre cooling equipment and urban trees through practical municipal budgeting. It would keep civic pools, community centres and ice rinks fully working and open during summer heat waves, without new heat-related rules or taxes on private property owners.

Who has the power

City, with others Council sets rules and taxes for private property, while pools, rinks and community centres are run by the separately elected Park Board.

Source

2026 Full Election Platform, page 8

QUESTIONS AND ANSWERS

## Questions about energy-efficient buildings, flooding and urban heat

<details>

Does TrueBlue Vancouver want to repeal the gas stove ban?

Yes. TrueBlue Vancouver would repeal what it calls costly municipal green building mandates, complex retrofit rules and gas-stove bans. It says these rules drive up the cost of housing and construction for local families (platform, page 6).

</details>

<details>

What is TrueBlue Vancouver's position on the Vancouver Building By-law?

TrueBlue would streamline the Vancouver Building By-law so that builders and homeowners can choose the most cost-effective heating, cooling and energy sources. The party says these choices should be made without forced civic mandates (platform, page 6).

</details>

<details>

What would TrueBlue Vancouver do about flooding?

The party would spend tax dollars on drainage, dike maintenance and seawall repairs. It would send city engineering staff to upgrade storm sewers, clear drainage paths and strengthen coastal defences against storm surges and heavy rain (platform, page 6).

</details>

<details>

How would TrueBlue Vancouver handle heat waves?

TrueBlue would keep civic pools, community centres and ice rinks working and open during summer heat waves, and maintain community centre cooling equipment and urban trees. It says it would do this without heat-related rules or taxes on private property owners (platform, page 8).

</details>

<details>

Does TrueBlue Vancouver's climate plan have targets?

The climate section gives no emissions target, dollar figure or date. Each policy says the party would assess cost and operational impact before acting and publish the results (platform, pages 6 to 8).

</details>

<details>

Could Vancouver City Council carry out TrueBlue's climate policies alone?

Council controls Vancouver's own building bylaw and the budget for sewers and drainage, so it could act on those parts alone. Pools, rinks and community centres are run by the separately elected Park Board, so the heat-wave policy would need that board (platform, pages 6 to 8).
