## Challenging Provincial Overreach: what the Our Positions says

TEAM for a Livable Vancouver says recent provincial housing laws took planning power away from cities. Its planning page names Bills 44, 46 and 47 from 2023, Bill 18 from 2024 and Bill M216 from 2025, and says they moved planning, zoning and building authority from municipalities to the Province in a "one-size-fits-all approach". The party also says the City of Vancouver is carrying out these rules beyond what the Province requires.

TEAM would first have the City reconsider its own response to the bills so that planned growth comes with the infrastructure and public amenities it needs. It would also press the Province to change its approach; the summary page says it would "demand" that the provincial government amend the bills. And it would support other municipalities that are calling for judicial review, which is a court challenge, and for the laws to be withdrawn.

Only the Province can amend or repeal provincial laws, and only a court can rule on a judicial review. Council controls how the city applies the laws within the limits they set, so reconsidering the City's response is within its power, while the rest depends on the Province and the courts.
