Everyone votes for one candidate, and the candidate with the most votes wins. The power of the office is easy to overstate. The mayor chairs Council and speaks for the city, but holds one vote of eleven. A decision needs six. A mayor whose party wins few council seats has to build a majority vote by vote, and a mayor whose party wins a majority rarely loses one. That is why the council race below the mayoral race usually matters more than the mayoral race itself.
