# COPE's People's Audit: undoing ABC's changes and reviewing City Hall

The People's Audit is COPE's plan to review and reverse the ABC council's decisions. It proposes an emergency transitional budget, a worker-led audit, a 9% Empty Homes Tax, the Auditor General's land sale fixes, a lobbying registry and cooling-off periods.

## The aim of The People's Audit, in the party's words

> Identify and report on what happened and why under Ken Sim’s tenure, and who bore the consequences for the decisions made.

The People's Audit, on pages 10 and 11 of COPE's platform, is about the city government itself. COPE says it would find out what happened under Mayor Ken Sim and his ABC majority, who bore the consequences, and how to undo the decisions it opposes. The section has three parts: immediate steps to reverse course, a review of how decisions were made, and limits on the influence of the wealthiest people and of lobbyists at City Hall.

The first steps include an emergency transitional budget, a worker-led audit in which city workers are interviewed about waste, the return of the Renters Office and of cut climate programs, and an Empty Homes Tax rising to 9%. The review would look at staff layoffs, the replacement of the city manager, the use of city data by AI companies, and the Auditor General's 2026 Land Sales Audit. COPE would also add a lobbying registry and cooling-off periods for people moving between city jobs and industry.

Almost all of this is Council's to decide, because Council directs the city's administration, approves the budget and sets city bylaws, including those for the Auditor General and the Integrity Commissioner. Campaign finance is the exception: contribution rules for BC local elections are set by provincial law, so COPE could only press for that reform. A lobbying registry is a mixed case: COPE says the city can start one alone and would seek more authority from senior governments.
