## Protect the Local Economy: what the Fight for Vancouver says

COPE's economy chapter is aimed at local shops, restaurants and co-ops. The platform says almost 3000 local businesses have closed in Vancouver since 2020, that 18% of those closures were caused by landlord or lease problems, and that the storefront vacancy rate was 10.2% in 2025. The party would protect local businesses and, in its words, take on the big business oligopolies that threaten them.

Its main tools are city purchasing, city space and city rules. A Buy Vancouver policy would favour local producers when the city buys goods, which COPE says would also protect against US tariffs. New buildings would have to include a mix of shop sizes, and city-owned commercial space would be offered at affordable rents to social enterprises and co-ops. A Vancouver Local Business Office would help small businesses with permits and rules.

Council licenses businesses, sets permit fees and zones commercial land, so it could act on most of this chapter. Commercial leases are different: they fall under BC's Commercial Tenancy Act, a provincial law. COPE says it would push for standard leases, landlord duties and limits on rent hikes, which the city can only ask the Province to make. The party would also bring back the Community Benefits Agreement policy, which asks developers to create local jobs.
