Eight of the eleven candidates running for councillor in Ward 13 Toronto Centre joined a virtual forum on October 22, 2026, hosted by Crisis in Our City Network and The Mary Ward Centre, Frequency News reported. The forum focused on what candidates would do about homelessness in the ward.

Four candidates were quoted by name.

[Victoria Davis](/on/toronto-2026/candidates/victoria-davis), a frontline worker with experience in precarious housing, said at the forum that everyone deserves access to a safe place to live. She called for housing approaches that acknowledge trauma and allow people to move at their own pace toward more stable housing.

[Morgan Harris](/on/toronto-2026/candidates/morgan-harris), who has a background in housing and homelessness services, told the forum that supportive housing construction is being held back by planning and administrative delays. Harris said those delays need to be resolved inside the planning office, not left to accumulate on a waitlist.

Incumbent councillor [Chris Moise](/on/toronto-2026/candidates/chris-moise) cited 280 people housed at 65 Dundas Street East with wraparound support services. He said plans are in place for more than 400 affordable housing units and a shelter expansion through the George Street revitalization, which the City approved under his term.

[Nicki Ward](/on/toronto-2026/candidates/nicki-ward) raised concerns about how the city's shelter referral system works. According to Frequency News, Ward said people are sometimes directed between locations without reliable access to beds, and called for greater consistency.

Frequency News reported that four other candidates joined the forum but did not name them in the article. The three candidates who did not take part were not identified.

Toronto's most recent homelessness count found 12,196 people without housing in the city, Frequency News reported, with 1,446 sleeping outdoors at the time of the count.

Voting in Ward 13 is on Monday, October 26, 2026. Polls open at 10 a.m. and close at 8 p.m. Candidate information is at [/on/toronto-2026/races/councillor/ward-13-toronto-centre](/on/toronto-2026/races/councillor/ward-13-toronto-centre).
