## About Tom Cai

Tom Cai appears on the City of Toronto’s list of certified candidates for Councillor in Ward 13 Toronto Centre. A certified candidate is one whose nomination the City Clerk has accepted. The list shows the nomination date as May 14, 2026 and the campaign website tomforward13.com.

His home page, the campaign’s own statement, says he wants residents to pay lower TTC fares through distance-based pricing, which it says could bring a ride downtown as low as 50 cents. It says he would push owners of vacant homes to rent them out and fight for stronger rent control at Queen’s Park. The page says this would be paid for by ending corruption and mismanagement at City Hall, and it gives no figures.

His Key Issues page, the campaign’s own statement, lists 11 campaign promises. They include ending provincial interference in municipal affairs, protecting tenants from rent hikes and evictions, stopping the building of condominiums over small businesses and affordable housing, raising the Vacant Homes Tax to 10 percent, expanding the streetcar priority corridor to the Queen, Dundas and Carlton routes, ending the hiring of private security for public institutions, and restarting the safe injection sites.

The Local’s Ward 13 tracker, updated September 21, 2026, says there is little information available about his professional background, that he describes himself as having worked part-time in physics research, and that at a community meeting about the music venue Sneaky Dee’s he identified himself as a University of Toronto student. voche.me did not check these statements.

TTCriders’ page of Ward 13 candidate responses lists him as answering Yes to 17 of its 18 questions and No to the question on Phase 3 of the City’s Fair Pass program, which gives lower fares to more low-income riders. In a comment on that page he said his distance-based fare plan “may or may not conflict” with that program, so he could not give a definitive answer. That page is TTCriders’ record.

No public office is on record in his profile. The City Clerk’s 2022 declaration of results lists no candidate named Tom Cai in Ward 13. The sitting Ward 13 councillor on the City’s Members of Council page is Chris Moise, who is also a candidate. The 11 candidates for Ward 13 on the City’s list are Chris Moise, Cleveland Marshall, Curran Stikuts, Daniel Tate, Joe Cadeau, Morgan Harris, Nicki Ward, Norman MacLeod, Tom Cai, Victoria Davis and Walied Khogali Ali. Every statement taken from his campaign website is written as the campaign’s own account.
