A certified candidate is one whose nomination the City Clerk has accepted. The list shows the nomination date as May 4, 2026 and the campaign website voteshelleycarroll.ca. The City’s Members of Council page lists Councillor Shelley Carroll for Ward 17 Don Valley North. Her City profile, which ends with the line “Information provided by Councillor”, says she was elected a school board trustee in 2000, was first elected to City Council in 2003 and became Chair of the Budget Committee in 2006. It lists her current seats as Chair of the Budget Committee, Vice-Chair of the Economic and Community Development Committee, the Executive Committee, North York Community Council, the Toronto Global Board of Directors, and Chair of the Toronto Police Services Board, among others. The profile page shows July 31, 2026 as its modification date. voche.me did not check the school board term with the school board. The Toronto Police Service Board’s own page lists Councillor Shelley Carroll as Chair, appointed by City Council effective April 17, 2024, re-appointed effective January 1, 2025 to November 14, 2026 and until a successor is appointed, and appointed as Chair on January 14, 2025 and re-appointed as Chair on January 13, 2026. The City Clerk’s declaration of results for the October 24, 2022 general election lists Shelley Carroll first among 6 candidates for Councillor in Ward 17 Don Valley North, with 12,897 votes, marked elected. Daryl Christoff was second with 2,429. The 6 declared totals add up to 17,965 votes, so her share was 71.8 percent and Christoff’s was 13.5 percent, calculated by voche.me from those figures. Her campaign website, the campaign’s own statement, says she has represented Don Valley North for more than 20 years, that as Budget Chief she helped restore the City’s financial stability, and that as Chair of the Toronto Police Service Board she strengthened police response and accountability. It lists what it says she has delivered, including library and community centre improvements, a Multi-Year Hiring Plan for police, and a freeze on TTC fares. voche.me did not check those claims against Council records. The Local’s candidate tracker, written by that outlet’s journalists, says that in 2019, 2022 and 2023 she voted against colleagues’ motions to move police funding to areas such as libraries, climate strategy and shelters. That is The Local’s account. The City’s decisions site refused the request (HTTP 403), so voche.me did not read the City’s record of those votes and cites none. The Toronto and York Region Labour Council lists her under its endorsed councillor candidates, with an entry dated September 7, 2026. TTCriders’ page of Ward 17 candidate responses records Yes beside her name for 16 of its 18 questions and No for 2: the question on lowering the monthly fare cap, and the question on completing one RapidTO bus route in her ward. Those are TTCriders’ record of her answers. Read the sources 02 / The issues ## Priorities & positions Campaign-source summary Summarized from the campaign’s published profile. Every statement taken from her campaign website is written as the campaign’s own account. Ward context. The sitting Ward 17 councillor on the City’s Members of Council page is Shelley Carroll, who is also a candidate. The 7 candidates for Ward 17 on the City’s list are Hassan Mubarak Noor Mohamed, Hong Xiao, Jeffery Adamson, Jethro Adir Kavod, Roy Samathanam, Sabrina Zuniga and Shelley Carroll. The City Clerk’s 2022 results for Ward 17 list 6 candidates: Shelley Carroll (12,897 votes, elected), Daryl Christoff (2,429), Calvin Xu (1,367), Angela Lindow (577), Justin Knott (409) and Sandakie Ekanayake (286). A search for a 2026 debate or all-candidates meeting in the ward found none. Gaps. The City’s decisions site refused the request (HTTP 403), so no recorded vote is cited from the City. The votes in this record come from The Local’s account and are labelled as its own. voche.me did not open a Council record of the claims on her campaign site about budgets, credit ratings or savings. Her Instagram profile opened and returned only a summary, and her Facebook page showed only her name, so nothing from either is used. No 2026 debate or all-candidates meeting for the ward was found. The questionnaire has not been sent.
