A certified candidate is one whose nomination the City Clerk has accepted. The list shows the nomination date as August 21, 2026 and a campaign website, rheadechaine.com. Ward 4 Toronto Est covers City wards 14, 15, 16, 17, 19, 20, 21, 22, 23, 24 and 25. A by-election is a vote held to fill a vacant seat between regular elections. The City Clerk’s 2022 declaration lists MonAvenir Ward 4 as void, and a by-election was held on January 21, 22 and 23, 2023. The City Clerk’s declaration, dated January 25, 2023, lists Rhea Dechaine first of 3 candidates with 107 votes, marked elected, ahead of Valérie Rousseau with 71 and Regis Joseph with 31. MonAvenir’s release of January 24, 2023 says she had been co-president of the school council at École élémentaire catholique Georges-Étienne-Cartier and that the four-year term of the board’s trustees ends on November 14, 2026. L’Express reported the result on January 24, 2023 and described her as a financial analyst and former student of a MonAvenir school who argues for a new French Catholic secondary school in east Toronto. The board’s trustee page, read on October 4, 2026, lists her for the Toronto-Est region. Her campaign website says she has been trustee for Toronto Est since 2023, was a parent council member for 8 years and president of the Georges-Étienne-Cartier council for 4 years, currently chairs the board’s working committee, chaired the committee that evaluated the director of education, mentors student trustees, attended a MonAvenir school herself and has 10 years of experience in structured finance. Those are the campaign’s own statements. voche.me read no board minutes, so it cites no recorded vote and no committee role from minutes. [Rhea Dechaine campaign website · Home (French) ](https://rheadechaine.com/) Research status ## What voche.me has checked Evidence reviewed on October 4, 2026: the City of Toronto’s list of certified candidates, the City Clerk’s declaration of results for the by-election of January 23, 2023, the City Clerk’s 2022 declaration, the board’s trustee page, the board’s release of January 24, 2023, L’Express of January 24, 2023, the French home page of her campaign website and her Know Your Vote T.O. page. Name, office, ward and nomination date are as the City prints them. Her campaign website is the campaign’s own statement, so each claim taken from it is attributed in the sentence that carries it. This record gives voche.me’s English paraphrase of her French text. The by-election result is the only vote cited, because the City Clerk’s 2022 declaration lists her ward as void. Her Know Your Vote T.O. page lists no website or social account and shows all four of its questions as “Awaiting submission”, and her site links no social account. The board’s release gives the end of the current term as November 14, 2026. Gaps. No board minutes were opened, so no recorded vote is cited, and the board and committee roles her site lists are her own statement. The board’s page gives no start date for her seat, so none is stated beyond the by-election result. The questionnaire has not been sent.
