01 / Introduction

## About Paul Ainslie

Paul Ainslie appears on the City of Toronto’s list of certified candidates for Councillor in Ward 24 Scarborough-Guildwood. A certified candidate is one whose nomination the City Clerk has accepted. The list shows the nomination date as July 29, 2026 and the campaign website voteainslie.ca.

The City’s Members of Council page lists Councillor Paul Ainslie for Ward 24 Scarborough-Guildwood, and his City page carries the title Deputy Mayor for Scarborough. His City profile, which ends with the line “Information provided by Councillor”, says he was first elected to Toronto City Council in 2006 and was appointed Deputy Mayor for Scarborough in May 2025. It lists his seats as Chair of the General Government Committee, Chair of Scarborough Community Council, Chair of the Toronto Zoo Board of Management, Vice Chair of the Service Excellence Committee, the Executive Committee, the Toronto Transit Commission and the Toronto Public Library, among others. The page shows July 31, 2026 as its modification date.

The City Clerk’s declaration of results for the October 24, 2022 general election lists Paul Ainslie first among 4 candidates for Councillor in Ward 24 Scarborough-Guildwood, with 12,483 votes, marked elected. Vivian Parker was second with 1,820. The 4 declared totals add up to 16,313 votes, so his share was 76.5 percent and Parker’s was 11.2 percent, calculated by voche.me from those figures. The Clerk’s 2018 declaration lists him first among 9 candidates in the same ward with 15,131 of 22,646 votes, a 66.8 percent share, and Michelle Spencer second with 1,933.

His campaign website, the campaign’s own statement, says he has lived in eastern Scarborough all his life, names four focus areas (housing and strong communities, community safety, transportation and infrastructure, and jobs and economic growth), and says he helped create the Cedarbrae-Markham-Lawrence Business Improvement Area, a district where local businesses join together for shared improvements. voche.me did not check those claims against Council records.

The Local’s candidate tracker, written by that outlet’s journalists, says he has closely allied himself with the sitting mayor of the day, that he voted with Mayor Olivia Chow on virtually every key item in this term except the bylaw that The Local calls the “bubble zone” bylaw, which restricts protests, where The Local says he was one of a small number of councillors who consistently voted against, and that he tried and failed to have Guildwood Parkway excluded from a plan amendment allowing townhouses and low-rise apartments on major streets. That is The Local’s account. The City’s decisions site refused the request (HTTP 403), so voche.me did not read the City’s record of those votes and cites none.

In Build Canada’s questionnaire he answered Yes to allowing more housing in every ward without case-by-case approval, adding that it needs to fit the surrounding neighbourhood, No to road pricing, and said the police budget should be increased with inflation. TTCriders’ page of Ward 24 candidate responses records Yes beside his name for all 18 of its questions. Those are the two groups’ records of his answers.

Research status

## What voche.me has checked

Evidence reviewed on October 4, 2026: the City of Toronto’s list of certified candidates, its Members of Council page and Councillor Ainslie’s profile, the City Clerk’s declarations of results for 2022 and 2018, three pages of his campaign website (home, Focus and At City Hall), The Local’s Ward 24 tracker, Build Canada’s Ward 24 questionnaire page, TTCriders’ Ward 24 page and The Green Line’s list of ward debates. Every statement taken from his campaign website is written as the campaign’s own account.

Ward context. The sitting Ward 24 councillor on the City’s Members of Council page is Paul Ainslie, who is also a candidate. The 6 candidates for Ward 24 on the City’s list are Paul Ainslie, Robert Bazil, Jithender Mulamalla, Nachi Ramasamy, Arun Sivanandan and An Wu. A seventh, Rajinder Lall, withdrew on August 21, 2026. The City Clerk’s 2022 results for Ward 24 list 4 candidates: Paul Ainslie (12,483 votes, elected), Vivian Parker (1,820), Habiba Desai (1,307) and Keiosha Ross (703). Of the other five 2026 candidates, none appears by name anywhere in the Clerk’s 2022 declaration of results or its 2018 one. Build Canada’s Ward 24 page shows Paul Ainslie as the only candidate who answered its questionnaire. TTCriders’ page records Yes to all 18 of its questions from Paul Ainslie, Jithender Mulamalla and Nachi Ramasamy, and no response from Robert Bazil and Arun Sivanandan. The Green Line’s list of ward debates names none for Ward 24.

Gaps. The City’s decisions site refused the request (HTTP 403), so no recorded vote or Council decision is cited from the City. The votes in this record come from The Local’s account and are labelled as its own. The Green Line’s Ward 24 guide says he was elected in 2018, and the City’s own profile text says 2006. voche.me states 2006 as his profile’s claim and gives no start date for any seat that the City pages do not give. voche.me did not open a Council record of the claims on his campaign site. His social media accounts are not linked on the pages read and were not searched for. The questionnaire has not been sent.
