## About Jean-François L'Heureux

Jean-François L'Heureux appears on the City of Toronto’s list of certified candidates for Conseil scolaire Viamonde in Ward 3 Centre. A certified candidate is one whose nomination the City Clerk has accepted. The list shows the nomination date as August 20, 2026 and a campaign website, jflheureux.ca. Ward 3 Centre covers City wards 10, 11, 12, 13, 14 and 19.

His site says he sat as a trustee on the Conseil scolaire Viamonde from 2010 to 2018, was board president from 2014 to 2018 and was vice-president of the Association des conseils scolaires des écoles publiques de l’Ontario (ACEPO). It says that in his first term he represented the south of Toronto, including the Pierre-Elliott-Trudeau, La Mosaïque and Gabrielle-Roy elementary schools and the Collège français, and that his main goal in his second term was a secondary school east of downtown. Those are his own statements.

Draft board minutes of the public meeting of June 16, 2017, printed in the board’s package for September 22, 2017 and marked as not yet adopted, list “Conseiller Jean-François L’Heureux” as the member elected for the west part of the City of Toronto, with the word “président”. L’Express reported on May 7, 2018 that he was Viamonde’s president since 2014, that he was elected by acclamation in 2014 and that he filed to run again in Toronto-Ouest. L’Express gave 66 percent as his 2010 result, and voche.me did not check that figure or the 2014 acclamation against the City’s results. Radio-Canada reported on October 23, 2018 that Geneviève Oger unseated him as the outgoing president. The City Clerk’s 2018 results list Ward 4 as Geneviève Oger with 904 votes, marked elected, and Jean-François L'Heureux with 539. The board’s Membres du Conseil page, read on October 4, 2026, lists 12 members and he is not among them.

His site says he worked for 26 years at a multinational company, taught part time at Collège La Cité and the Université de l'Ontario français, led the French Language Services Unit at the Office of the Ombudsman of Ontario for five years and now holds a management post at a French-language post-secondary institution. Those are his own statements, and voche.me did not check them with those bodies.

Evidence reviewed on October 4, 2026: the City of Toronto’s list of certified candidates, the City Clerk’s 2018 declaration of results, Radio-Canada’s article of October 23, 2018, L’Express of May 7, 2018, the board’s draft minutes of June 16, 2017, the board’s Membres du Conseil page, five pages of his campaign website and his Know Your Vote T.O. page. Name, office, ward and nomination date are as the City prints them. His campaign website is the campaign’s own statement, so each claim taken from it is attributed in the sentence that carries it.

The 2017 minutes are a draft marked as not adopted, so voche.me cites only the facts they list: his name, his seat and the word president. No decision from them is cited. The 2018 results use Ward 4 as the board numbered it in 2018, and his 2026 race is in Ward 3 Centre. voche.me found no page that compares the 2018 and 2026 boundaries. Radio-Canada’s article names him as the outgoing president beaten in Toronto Ouest, and his own site states the years he served, which together tie the 2017 and 2018 entries to him. His Instagram profile showed a short bio only, and his X and LinkedIn pages returned errors, so nothing from them is used. His site lists press coverage from 2018 to 2021 by title and date, and voche.me opened none of those items.

Gaps. No board minutes beyond the June 2017 draft were read, so no recorded vote is cited. The statements about his employment are his own. The questionnaire has not been sent.
