01 / Introduction

## About Hassan Mubarak Noor Mohamed

Hassan Mubarak Noor Mohamed appears on the City of Toronto’s list of certified candidates for Councillor in Ward 17 Don Valley North. A certified candidate is one whose nomination the City Clerk has accepted. The list shows the nomination date as July 8, 2026 and the campaign website hassanmubarak.ca.

His campaign website, the campaign’s own statement, says he holds an MBA with a specialization in Finance, is a professionally qualified Management Accountant, and has worked for 20 years in leadership, education and community service. The site names no employer or school. voche.me did not check these claims. The Local’s tracker, which cites his LinkedIn page, describes him as a certified translator who ran his own consulting firm until this fall, translating between Tamil, Sinhala and English.

His site lists five priorities: leadership that listens, safe and caring communities, affordable and livable neighbourhoods, better transit and connections, and opportunities for everyone. In Build Canada’s questionnaire, whose answers it publishes as the candidates’ own, he answered No to allowing more housing to be built in every ward without case-by-case approval, writing that “development should be intentional and planned”. He also answered No to raising additional local revenue for infrastructure repair, writing that residents “cannot afford any more taxes during the current affordability crisis”. He chose mental-health response, addiction treatment and youth intervention as the best use of added public safety investment.

TTCriders’ page of Ward 17 candidate responses records Yes beside his name for 17 of its 18 questions and lists no answer for the other. It also quotes his written comment that the TTC needs stable, predictable operating funding and that riders should not carry the burden of funding the system through continual fare increases. No public role is on record in the profile.

Research status

## What voche.me has checked

Evidence reviewed on October 4, 2026: the City of Toronto’s list of certified candidates, two pages of his campaign website (home page and About Hassan), The Local’s Ward 17 tracker, Build Canada’s Ward 17 questionnaire page and TTCriders’ page of Ward 17 candidate responses. Every statement taken from his campaign website is written as the campaign’s own account.

Ward context. The sitting Ward 17 councillor on the City’s Members of Council page is Shelley Carroll, who is also a candidate. The 7 candidates for Ward 17 on the City’s list are Hassan Mubarak Noor Mohamed, Hong Xiao, Jeffery Adamson, Jethro Adir Kavod, Roy Samathanam, Sabrina Zuniga and Shelley Carroll. The City Clerk’s 2022 results for Ward 17 list 6 candidates: Shelley Carroll (12,897 votes, elected), Daryl Christoff (2,429), Calvin Xu (1,367), Angela Lindow (577), Justin Knott (409) and Sandakie Ekanayake (286). A search for a 2026 debate or all-candidates meeting in the ward found none. The Clerk’s 2022 declaration of results holds no entry under this surname, so no 2022 result is attached to this candidate.

Gaps. His degree and professional qualification come from his campaign site and were not checked with any school or professional body. The Local’s description of his translation work comes from LinkedIn and was not checked. The Local’s tracker also reports other work in Sri Lanka, which voche.me did not verify and leaves out. His site links no social media account. voche.me found no news article that carries his own statements. The questionnaire has not been sent.
