01 / Introduction

## About Chris Moise

Chris Moise appears on the City of Toronto’s list of certified candidates for Councillor in Ward 13 Toronto Centre. A certified candidate is one whose nomination the City Clerk has accepted. The list shows the nomination date as July 20, 2026 and the campaign website chrismoise.vote.

The City’s Members of Council page lists Councillor Chris Moise for Ward 13 Toronto Centre. His City profile, which ends with the line “Information provided by the Councillor”, says he was elected on October 24, 2022. Among the roles it lists are Chair of the Board of Health, the Budget Committee, the Economic and Community Development Committee, Chair of Toronto and East York Community Council, the Board of Governors of Exhibition Place and the Board of Directors of the Association of Municipalities of Ontario. The profile page shows July 31, 2026 as its modification date.

The City Clerk’s declaration of results for the October 24, 2022 general election lists Chris Moise first among 9 candidates for Councillor in Ward 13 Toronto Centre, with 10,457 votes, marked elected. Nicki Ward was second with 3,940. The 9 declared totals add up to 21,568 votes, so his share was 48.5 percent and Ward’s was 18.3 percent, calculated by voche.me from those figures. Nicki Ward is also a 2026 candidate in this ward.

His City profile, text he supplied, says that before he joined Council he served six years as a Toronto District School Board trustee, worked as a police officer in Waterloo and as an addictions counsellor at St. Michael’s Hospital, and has owned a small business in the St. Lawrence neighbourhood for over 17 years. voche.me did not check these with the school board, the police service or the hospital.

CBC News reported on March 22, 2026 that the City’s Integrity Commissioner, Paul Muldoon, found that Moise violated the City’s code of conduct (article 14, as CBC gives it) when he spoke to a constituent “in a derogatory manner” after a budget town hall on January 16, 2025. CBC reports that the report followed two complaints, one from Daniel Tate, executive director of the advocacy group IntegrityTO and a 2026 candidate in this ward, and that in the recorded exchange Moise said Tate had “a white supremacy view”. The Commissioner recommended that Council adopt the findings and issue no penalty. Moise told CBC that he “respectfully disagrees” with the report and has no regrets for standing up to white nationalism, and he called the moment a “deliberately orchestrated ambush”. Tate told CBC he was disappointed that no penalty was recommended. These are CBC’s accounts of the report. voche.me did not open the report and did not find Council’s decision on it.

His campaign home page, the campaign’s own statement, says that park encampments are gone and the people who lived in them are housed, that Market Street and Church Street are pedestrianized, that Allan Gardens is expanding and that the City’s apartment building rating program, RentSafeTO, has rating signs in rental buildings. CBC reports that in a statement he provided, he said he inherited the city’s four largest park encampments on taking office in 2022 and worked to move those residents into permanent housing. The Eyeopener reports that he is one of 73 signers, as of September 29, 2026, of a TTCriders pledge to keep transit affordable.

### Supervised drug consumption sites, in his statement to CBC

CBC reports that in a statement he provided, he said he will keep fighting the province’s closure of supervised consumption sites, where people use drugs under supervision. He said the closures created “a humanitarian crisis on our sidewalks, in our laneways, and in our parks.”

## What voche.me has checked

Evidence reviewed on October 4, 2026: the City of Toronto’s list of certified candidates, its Members of Council page and Councillor Moise’s profile, the City Clerk’s declaration of results for 2022, three pages of his campaign website (home page, My Story and Our Plan), CBC News on his Integrity Commissioner finding and on the Toronto Centre race, The Local’s Ward 13 tracker, TTCriders’ page of Ward 13 candidate responses and The Eyeopener on a transit town hall. The sitting Ward 13 councillor on the City’s Members of Council page is Chris Moise, who is also a candidate. The 11 candidates for Ward 13 on the City’s list are Chris Moise, Cleveland Marshall, Curran Stikuts, Daniel Tate, Joe Cadeau, Morgan Harris, Nicki Ward, Norman MacLeod, Tom Cai, Victoria Davis and Walied Khogali Ali. Every statement taken from his campaign website is written as the campaign’s own account.

Gaps. The City’s decisions site refused the request (HTTP 403), so no recorded vote is cited from the City. The Local’s tracker describes his votes, an endorsement he made in the 2023 mayoral race, campaign donations and the City’s payment of part of his legal bill. voche.me opened no primary record for those, so they are left out. The Integrity Commissioner’s report itself was not opened. The text under each heading on his Our Plan page was not saved, so only the headings are used. TTCriders lists him as answering Yes to each of its 18 questions, and that list is TTCriders’ record. His social media accounts were not read. No 2026 debate or all-candidates meeting for the ward was found. The questionnaire has not been sent.
