His campaign website says he has lived in Parkdale-High Park for 25 years, runs a local business, is a small landlord and has worked with owners, landlords and tenants for 20 years. It says he grew up in Vietnam, studied in Kyiv and Moscow, and holds a PhD in education and psychology. The Local, citing his LinkedIn page, describes him as a real estate broker with more than 22 years of experience. His plan page says Parkdale-High Park needs low-rise and mid-rise buildings and no more high-rises. It says he would give tax breaks to small landlords who keep rent low, enforce standards already on the books through the City’s Municipal Licensing and Standards division, and improve repairs and cleanliness at Toronto Community Housing.

His plan page says he would build separated bike lanes on suitable routes, bring Bloor Street West back to two lanes each way for traffic with alternative bike routes, and keep full car access to High Park alongside safe space for cyclists and pedestrians.

The sitting Ward 4 councillor is Gord Perks, listed on the City’s Members of Council page. He is not on the City’s list of certified candidates, and The Local and The Green Line report that he is not seeking re-election. Every statement taken from his campaign website is written as the campaign’s own account.

Gaps. His plan pages on safer streets, transit and land and budget were not opened, so those topics rest on his home page. The Local also describes a 2018 campaign advertising item that it says made headlines. voche.me did not open a primary record for it, so it does not repeat it. The 2018 Progressive Conservative candidacy comes from The Local and was not checked against Elections Ontario.
