Re-elected Ottawa Mayor [Mark Sutcliffe](/on/ottawa-2026/candidates/mark-sutcliffe) plans to host an investment summit in early 2027, build 10,000 affordable housing units by 2030, and cut development charges by 50 percent or more, the Ottawa Business Journal reported on Tuesday.

Sutcliffe described his second-term agenda as an "aggressive economic development and job creation agenda," naming tariffs, federal government job reductions, and global supply chain pressure as the forces driving it. He won Monday's vote with 139,354 votes, compared to 105,819 for challenger Jeff Leiper, according to the Algonquin Times. Those are preliminary totals; the City of Ottawa's confirmed results will follow.

## Housing and business

The Ottawa Business Journal reported that Sutcliffe committed to building 10,000 affordable housing units by 2030 and 650 supportive housing units within five years. To lower the cost of building new homes, he said he would cut development charges, which are fees the city collects from builders to fund infrastructure, by 50 percent or more. He also said he would permanently remove patio fees for restaurants and extend the city's small business tax reduction.

## Downtown and tech retention

Sutcliffe described attracting and keeping tech sector talent as a reason to protect quality of life in Ottawa. The Ottawa Business Journal reported that his plans include a downtown revitalization component and attention to safety in the ByWard Market area. He said he would also work with Ottawa Tourism to attract more events and visitors to the city.

## What the investment summit would do

The summit Sutcliffe described, planned for early 2027, is modelled on an investment conference Prime Minister Carney held in Toronto. No date, venue, or target industries have been announced. Ottawa Business Journal reported it as a tool to draw new investment to the city in the face of economic uncertainty.
