Incumbent mayor [Mark Sutcliffe](/on/ottawa-2026/candidates/mark-sutcliffe) released a 70-page re-election platform on Thursday, October 15, one day before the last advance voting day. CTV News Ottawa reported the release and published the full platform document.

"The job is not done. We still have a lot of work to do," the platform says, according to CTV News. "This plan establishes a vision for Ottawa for the next 25 years."

## What the platform promises

The document covers affordability, building the local economy, downtown revitalization, infrastructure, OC Transpo, public safety and rural Ottawa.

Several pledges were already part of the Sutcliffe campaign before October 15, according to CTV News. These include capping annual property tax increases at 2 to 2.5 per cent in the first two years, finding $250 million in budget savings, cutting the adult monthly OC Transpo pass to $95, building 10,000 affordable homes by 2030, and hiring 350 more police officers, firefighters and paramedics. The campaign also previously promised a $10 billion infrastructure plan to improve roads and repair aging city buildings.

## Three new pledges

The October 15 platform added three items the campaign had not previously announced, according to CTV News.

On roads, Sutcliffe says he will direct city staff to overhaul pothole management to make repairs faster and more frequent, and says he will look at putting more Python 5000 pothole-patching machines to work on Ottawa streets.

On health, Sutcliffe says he will launch a pilot program to give free recreation passes to Ottawa residents undergoing cancer treatment.

On food trucks, Sutcliffe says he will work to let food carts, stands and trucks operate more easily in city parks and on other city-owned land.

## Population growth plans

The platform says Ottawa should expect about 500,000 more residents over the next 25 years and describes this as a "broad plan" for that growth. The campaign has not published an independent review of its cost figures. A youth strategy in the platform would use public facilities for youth programs and create a plan to bring more sports tournaments to Ottawa.
