Three Ottawa elected officials who are leaving City Hall after the October 26 municipal election are each eligible for a $59,827 transition allowance from the City, for a combined total of $174,481, CTV News Ottawa reported.

[Jeff Leiper](/on/ottawa-2026/candidates/jeff-leiper) lost his bid for mayor and is no longer the Kitchissippi ward councillor he was before running. [Allan Hubley](/on/ottawa-2026/candidates/allan-hubley) lost the Kanata South council seat after four terms. Glen Gower chose not to seek re-election as Stittsville councillor after two terms.

The City of Ottawa pays one month's salary per year of consecutive service, to a maximum of six months, CTV News Ottawa reported. The current annual salary for a councillor is $119,692. The mayor's annual salary is $213,921. At those rates, six years of service earns the full maximum payout for a councillor, and six years earns the maximum for the mayor.

A departing official who returns to a job they held before being elected is not eligible for the allowance, the City says. Each of the three is also entitled to a three-month career transition program from the City of Ottawa, separate from the financial allowance.

## How 2026 compares to 2022

In 2022, 11 officials left Ottawa City Hall after the municipal election. The City paid out $633,033 in transition allowances that year, CTV News Ottawa reported. The 2026 total of $174,481 is lower because only three officials are departing, compared to eleven in the previous election.

Mark Sutcliffe won a second term as mayor on October 26. Twenty-one incumbent councillors were re-elected. Three new councillors are joining City Hall: Erin Coffin in Kanata South, Joanne Chianello in Kitchissippi, and Chelsea Walton in Stittsville.

The City of Ottawa says official results for all races will be published by October 30. Visit [/on/ottawa-2026/news](/on/ottawa-2026/news) for more coverage of the Ottawa election.
