01 / Introduction

## About Wilson Lo

The City of Ottawa’s list of elected officials for 2022 to 2026 shows Wilson Lo as Councillor for Ward 24 Barrhaven East. The City’s list of certified candidates shows his nomination for the same ward dated May 4, 2026, with the same date for his registration in the City’s Contribution Rebate Program. CTV News Ottawa writes that Barrhaven East is Ottawa’s newest ward, added to the city map for the 2022 election. The City’s published results for the October 24, 2022 election give him 4,403 of the 11,958 votes cast in Ward 24, which is 36.8 percent, the most votes in a race of 7 candidates (Richard Garrick received 2,980, Patrick Brennan 2,153, Kathleen Caught 888, Atiq Qureshi 778, Guy Boone 516 and Dominik Janelle 240).

The City’s page for him, copied on July 31, 2025 and written by his office, says he moved to Ottawa in 2009, graduated from Carleton University with a Bachelor of Journalism in 2013, became an OC Transpo bus operator in early 2014 and moved to a communications role at OC Transpo in mid-2020, where he helped manage the agency’s customer service account on X and Council offices’ transit inquiries. In the CTV News Ottawa questionnaire he gives the same career: bus operator from 2014 to 2020 and customer communications officer from 2020 to 2022. voche.me did not check these statements with the bodies named.

The Council minutes of five meetings record his votes by name. On November 7, 2025 he voted against the amendments to the Lansdowne Partnership Plan agreements and against the Lansdowne 2.0 redevelopment report, and each carried 15 to 10. He voted for Councillor Curry’s motion that sets aside part of the City’s tax on hotel stays for the Lansdowne reserve and puts at least $2 million a year toward the debt for Lansdowne 2.0, which carried 15 to 10. His campaign site says he voted against Lansdowne 2.0. On December 10, 2025 he voted for the 2026 Ottawa Police Service budget (carried 20 to 5), for the Public Works and Infrastructure Committee part of the budget (carried as amended 23 to 2) and for the motion that adopted the 2026 budgets (carried 21 to 4). He voted against a motion by Councillor King that would have matched a $5.4 million police reserve allocation with $5.4 million for ANCHOR (a program that sends non-police crisis teams) and community hubs (lost 9 to 16), and for the second part of that motion, which carried 17 to 8. That day he moved three motions. One asked that a direction to staff on the City’s anti-racism strategy be sent to the next meeting of the Community Services Committee (lost 2 to 23, with only Councillor Hill voting with him). One asked staff to report on options for removing the new pre-authorized debit fee, a fee of $0.55 for each automatic bank payment of property tax or water bills, once 50 percent of property tax or water accounts use that way of paying (lost 8 to 16). One asked the Mayor to write to the Premier of Ontario and the Minister of the Environment, Conservation and Parks to ask the Province to keep local, watershed-based conservation authorities and to consider a merger of only the Mississippi Valley, Rideau Valley and South Nation authorities instead of the larger merger it proposed. The minutes record it as carried with no recorded vote. On April 22, 2026 he voted for the Safe Access to Social Infrastructure By-law (carried 20 to 4) and against three motions on it: going in camera (closed to the public) before the debate (lost 7 to 17), removing its ban on demonstrations inside safe access zones (lost 6 to 18) and limiting it to times when a facility is used for its main purpose (lost 10 to 14). On July 15, 2026 he voted for the Development Charge Reduction Program report (carried 23 to 1), against a motion by Councillor Menard to send that report to a special meeting of Council (lost 11 to 14), and against the committee recommendations on the Rental Renovation Licence By-law (carried 20 to 5, with Councillors Hubley, Hill, Brown and Desroches also against). That day he moved a motion to close a bus-only ramp at Nepean Woods Station on September 20, 2026 for the Barrhaven market, which the minutes record as carried. On September 9, 2026 he voted for a motion by Councillor King that asks the federal government to extend its consultation on the Eastern Bridge Project (carried 23 to 2).

His campaign site says that in this term the new police station, traffic calming, road resurfacing and tree planting were advanced, that he started the process to widen Prince of Wales Drive north of Fallowfield and to create at least two fenced dog parks, and that he began talks with the Queensway-Carleton Hospital and other partners about a community health hub. In the Barrhaven Bugle he says he completed the policy side of widening Prince of Wales Drive in 2025 by adding it to the Transportation Master Plan, and that the new police station is due to open in May 2027. In the CBC News questionnaire he names a change to how OC Transpo is managed and governed as the City’s biggest challenge, saying that none of the world’s best transit systems are run wholly by a municipal government and that he wants something similar to a government-owned corporation with its own sources of revenue. He says the police budget should be increased with added help for related social programs, gives no figure for the highest 2027 tax increase he would support, and gives no answer on how to cover OC Transpo deficits. In the Barrhaven Bugle he says the City’s three-item limit on garbage has caused illegal dumping and that he got it wrong in the debate by not considering the third option, keeping the previous policy. These are his own statements. voche.me checked the votes, the motions, the 2022 results and the dates in the City’s list, and did not check the project statements. The sources read hold no complaint against him.

### Transit and how OC Transpo is run

In the CBC News questionnaire he says OC Transpo should be run as an independent organization, separate from City Hall, with its own sources of money beyond fares and taxes.

Research status

## What voche.me has checked

Evidence reviewed on October 7, 2026: the City’s list of certified candidates for Ward 24 (an Internet Archive copy), its open data file of nominations, its list of elected officials and its 2022 results, the City’s page for him (an Internet Archive copy of July 31, 2025), his campaign website (home, About, Platform and Newsletter pages), CBC News of August 25, 2026 with its questionnaire, CTV News Ottawa of September 2026, Capital Current of September 28, 2026, the Barrhaven Bugle of September 17, 2026, and the Council minutes of November 7 and December 10, 2025 and April 22, July 15 and September 9, 2026.

Gaps. His Facebook page and Instagram account showed no readable posts to a visitor who is not logged in, and his councillor office website, ward24.ca, was not read. The City’s page for him is a copy of July 31, 2025 and lists no committee roles, so his committee roles were not established, and committee minutes were not searched. His statements about the police station, traffic calming, the Transportation Master Plan, the health hub talks and his statement that he supported a motion early in the term to hire an independent auditor were not checked with the bodies named. His votes outside the five Council meetings above were not searched. A challenger’s campaign says he has delivered no landmark motion in four years. That statement is on that candidate’s page. The voche.me questionnaire has not been sent.
