01 / Introduction

## About Theresa Qadri

The City's list of certified candidates shows Theresa Qadri's nomination for Councillor in Ward 6 Stittsville dated May 5, 2026. The City's list of elected officials for 2022 to 2026 names Glen Gower as Councillor for Ward 6, and CBC News reported that Gower is not seeking re-election, so no sitting member is running in this ward. CBC News reported that her husband, Shad Qadri, represented the ward from 2006 until 2018.

CBC News describes her as chair of the Stittsville Food Bank. The Governor General of Canada's site lists a Sovereign's Medal for Volunteers awarded to Theresa Qadri of Stittsville on June 30, 2016, for her work as chair of the Stittsville Food Bank. The Femmes remarquables Ottawa Distinguished Women profile says she was the first female president of the Rotary Club of Stittsville, vice-chair of the Stittsville Village Association and treasurer of the Goulbourn Historical Society, and received the Communitas Platinum Leadership Award in 2015. Her campaign website gives these roles and says she led the effort to establish the W.J. Bell Rotary Peace Park. In the CBC News questionnaire she gives 15 years as chair of the food bank, and has lived in Ward 6 for 16 years.

Stittsville Central reported on March 25, 2018 that she won the Ontario Liberal nomination for Carleton and described her as a real estate agent and co-owner of a Stittsville Main Street store. CBC News reported that in the June 7, 2018 provincial election Progressive Conservative Goldie Ghamari won with 51.3 percent and that Qadri, the Liberal candidate, had 19.4 percent. In the CTV News questionnaire she says she led and coordinated three municipal councillor campaigns for Shad Qadri, and lists work as a human resources manager, customer service manager and trainer at a large publicly traded corporation, and as a franchisee and multi-location small business owner. These are her own statements, and voche.me has not checked the employment.

Her campaign website sets out five pillars: community first, balanced growth and complete communities, easier transportation, safe, accessible and connected neighbourhoods, and affordability and opportunity. They include coffee chats, weekly plain-language updates, a Ward 6 planning dashboard, a developer transparency charter, shuttles that run when residents ask for them and a review of eight key roads. At the debate on September 17, 2026, CBC News reported that she held up what she called Theresa's playbook and said she would create a dashboard on her website, and Stittsville Central reported that she named the Robert Grant Avenue extension as her preferred priority.

In the CBC News questionnaire she gives 3.75 percent as the 2027 tax increase she would support, picks raising fares as the main way to address OC Transpo deficits, says the police budget should be increased, and gives 4 on a scale where 5 is strongly agree to the statement that adding more homes to built-up areas will be important for housing in the ward. In the CTV News questionnaire she answers no to an infrastructure levy (a new property tax charge for roads and sewers). The sources voche.me read hold no complaint or allegation about her.

Research status

## What voche.me has checked

Evidence reviewed on October 6, 2026: the City's list of certified candidates for Ward 6 and its list of elected officials, her campaign website, the CBC News questionnaire and two CBC News reports, the CTV News Ottawa questionnaire, the Ecology Ottawa survey, the Governor General's list of medal recipients, a profile from Femmes remarquables Ottawa Distinguished Women, 2018 reports from Stittsville Central and CBC News, and three Stittsville Central articles of 2026.

Gaps. Her business roles, the other awards on her website, her years as food bank chair and the three councillor campaigns she led are her own statements and were not checked. The Communitas award and the retail awards on her website were not checked with the awarding bodies. The Femmes remarquables profile gives 2017 for the medal, and the Governor General's site gives June 30, 2016, so voche.me uses the site's date. Her Facebook and Instagram pages showed no posts without a login. A 2018 Richmond Hub report on her Liberal nomination could not be opened from this computer. She is listed as a Liberal candidate only for 2018, and voche.me found no source on her party membership in 2026. The questionnaire has not been sent.
