# Stéphanie Plante

Sitting Councillor for Ward 12 Rideau-Vanier since 2022, running for a second term, and the subject of a 2025 integrity commissioner finding that she rejects.

Stéphanie Plante is the sitting Councillor for Ward 12 Rideau-Vanier, according to the City’s list of elected officials, and is on the City’s list of certified candidates for the same ward, with a nomination dated July 24, 2026. The City’s results give her 4,621 of the 12,440 votes cast in Ward 12 in 2022, which is 37.1 percent, the most votes in a race of 10 candidates. In August 2025 the City’s integrity commissioner found that she broke the Council code of conduct through social media posts about a plan to house asylum seekers in temporary tent-like buildings. Council voted 16 to 8 to reprimand her and not to dock her pay, and she says she rejects the findings. Her campaign says its priorities are safer streets, better transit, more housing, solutions to homelessness and addiction, and removing heavy trucks from King Edward Avenue through the East Bridge project.

## About Stéphanie Plante

The City of Ottawa’s list of elected officials for 2022 to 2026 shows Stéphanie Plante as Councillor for Ward 12 Rideau-Vanier. The City’s list of certified candidates shows her nomination dated July 24, 2026, with the same date for her registration in the Contribution Rebate Program. The City’s published results for the October 24, 2022 election give her 4,621 of the 12,440 votes cast in Ward 12, which is 37.1 percent, the most votes in a race of 10 candidates. The City’s page for her, in a copy saved on January 4, 2026, says she was elected in November 2022, sits on the Built Heritage, Community Services and Emergency Preparedness and Protective Services committees, and is on the board of Ottawa Community Housing. Her campaign website also calls her Deputy Mayor of Ottawa. voche.me did not find a City record that confirms that title, so it is left out of the headline.

On December 10, 2025, in the Council minutes for the 2026 budget meeting, she is recorded voting for the Ottawa Police Service budget (carried 20 to 5, with Councillor King against) and for the motion that adopted the 2026 budgets (carried 21 to 4). She is also recorded voting for a motion by Councillor King that would have matched a $5.4 million police reserve allocation with $5.4 million for ANCHOR (a program that sends non-police crisis teams) and community hubs; it lost 9 to 16. On April 22, 2026 she is recorded voting for the Safe Access to Social Infrastructure By-law (carried 20 to 4), and for an amendment that would have removed the by-law’s ban on demonstrations inside safe access zones (lost 6 to 18). In the July 15, 2026 minutes she is recorded voting for the Rental Renovation Licence By-law review (carried 20 to 5), and the minutes list a direction to staff in her name about tenant education guides. On September 9, 2026 she is recorded, with Councillor Gower, voting against a motion by Councillor King that asks the federal government to extend its consultation on the Eastern Bridge Project; the motion carried 23 to 2.

In August 2025 the City’s integrity commissioner, Karen Shepherd, reported on complaints that Plante had harassed and intimidated residents and community leaders on social media in 2024 during the debate over Sprung structures, temporary tent-like buildings the City considered for housing asylum seekers. CBC News and CTV News Ottawa report that the commissioner found, on a balance of probabilities, that Plante broke Section 7 of the Code of Conduct for Members of Council, citing a pattern of posts with memes, emojis and remarks that appeared intended to discredit the people involved (Ottawa Lookout counts 30 posts in the complaints), and that she recommended a three-day pay suspension. The commissioner did not substantiate one allegation, that Plante had improperly shared personal information about residents. Plante told the commissioner she never meant to abuse or bully anyone. She told colleagues and CBC News that she does not accept the findings, that the complaints were politically motivated, and that tone is not the same as abuse. On August 27, 2025 Council voted 16 to 8 to receive the report and reprimand her without docking her pay. CBC News reports that Mayor Mark Sutcliffe agreed she had breached the code and said a reprimand was the right response. She said she was speaking with her lawyer about a possible appeal to the Superior Court, and voche.me found no report that she filed one. The commissioner’s full report and the Council minutes of that meeting were not opened; the account rests on these news reports.

Her campaign website says that in her first term she secured a new recreation centre in Vanier, stopped a large men-only shelter from being placed on Montréal Road, advanced 159 affordable homes on Beausoleil, and won bus-only lanes on Rideau Street and Montréal Road. These are her own statements, and voche.me has not checked them. She says she supports the Kettle Island crossing, which the campaign calls the East Bridge, because 3,500 heavy trucks a day use King Edward Avenue, and that it must include environmental protections and measures against cut-through traffic. In the CTV News Ottawa questionnaire she names the overlap of mental health and homelessness, and the effects of intensification, as the biggest issues in the ward. She would decrease transit fares, says her answer on a bigger police budget depends on metrics because the police received a substantial increase in the 2025 budget, and supports an infrastructure levy, an extra property tax charge for roads and sewers. On her campaign news page, dated September 23, 2026, she is a named co-author of an iPolitics opinion piece that asks for a new kind of housing, called Intensive Housing, for people who are homeless and have severe cognitive impairment, to be considered in the 2027 federal budget.

Gaps. Her Facebook and Instagram accounts showed only a login page or profile summary, though her campaign website shows some of her recent posts. The integrity commissioner’s full report and the Council minutes of August 27, 2025 could not be opened, so that matter rests on CBC News, CTV News Ottawa and Ottawa Lookout. The City’s page for her that was saved on January 4, 2026 does not mention a Deputy Mayor role, and no other City record of it was found. Committee minutes were not searched.
